About this opportunity
The City of Detroit is requesting quotes for planned residential demolition of a single-family property at 21634 Lyndon Street (Parcel ID 22010227) under RFQ Group 9.3.26, with quotes due September 9, 2026. Vendors must be pre-qualified through the Detroit Demolition Program RFQQ #1 for planned or emergency residential demolition work; this pre-qualification is a hard eligibility gate.
The scope encompasses asbestos material removal and disposal, other hazardous materials removal, demolition and debris removal, backfill, grading, and site finalization. The 1971-built, single-story structure (1,050–1,350 square feet) contains asbestos-containing materials: 290 linear feet each of white exterior caulk (3% chrysotile) and grey exterior caulk (1.5% chrysotile), plus two paint cans in functional space. Field Supervisors must hold OSHA Lead Awareness Training; at least one site worker must carry asbestos awareness credentials. Demolition must complete within seven calendar days of Notice to Proceed; debris load-out within seven days; backfill and grading within fourteen days. Backfill materials must comply with Michigan Part 201 Residential Cleanup Criteria from a City-approved Category 2 source. All debris becomes contractor property and must go to licensed Type II landfills unless permitted for inert recycling. Effective August 1, 2026, the Detroit Water and Sewerage Department will inspect and remove any lead service lines upon notification, with completion expected within five business days; this process pauses the project timeline but entails no scope changes.
Contractors assume all responsibility for site verification and must submit a date-stamped photograph of the visited property as evidence of site inspection. Contractors are responsible for federal, state, and local demolition notifications and hydrant re-inspection fees ($134.00 if a hydrant fails) but not for permit costs. Quotes remain binding for 365 calendar days. Successful vendors must provide performance and payment bonds equal to 100 percent of contract value within five business days of award and submit comprehensive bids through the City's Oracle Supplier Portal using Excel price sheets and PDF signature pages.
The City is subject to the CDD Abatement and Demolition Contractor Discipline Policy (effective May 12, 2025). Vendors subject to disciplinary action as of the RFQ due date or those with assigned sites where demolition has not commenced within stipulated timeframes are ineligible for award. The City reserves the right to withhold the Notice to Proceed for any duration and may rescind awards based on performance issues on other City or Detroit Land Bank Authority contracts. Overall contract term is 120 calendar days from Notice to Proceed to completion (defined as final/winter grade approval and submission of complete invoices with required documentation).
