About this file

This is an RFQ Notes document issued by the City of Detroit, Construction and Demolition Department, for the demolition of a single residential property located at 21634 Lyndon Street in Detroit, Michigan (Parcel ID 22010227, Zip Code 48223). The property is a one-unit residential structure built in 1971 with 1,050 square feet of floor area on a 2,004 square foot parcel. The City of Detroit owns the property and has classified it as a planned residential demolition project. Vendors must be pre-qualified suppliers under the Detroit Demolition Program RFQQ #1 for Planned Residential and/or Emergency Residential demolition work through the Office of Contracting & Procurement. Interested vendors are required to visit the site to verify property conditions and understand factors that may affect their bid price, and vendors assume all responsibility for reviewing available documentation prior to submission.

Successful vendors must use backfill material from a City of Detroit-approved Category 2 source and are subject to the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025. Vendors subject to disciplinary action as of the RFQ due date or those with assigned sites where demolition has not commenced within stipulated timeframes are ineligible for award. Effective August 1, 2026, the Detroit Water and Sewerage Department will inspect and remove any lead service lines upon notification that the property is ready for inspection, with completion expected within five business days. This lead service line removal process will pause the project's term of performance and be tracked in Salesforce, with no changes required to the contractor's scope of services or responsibilities as a result of this procedure.

· The successful vendor will be subject to the terms, conditions and requirements of their pre-qualification.

· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf

Disqualification:

The City will determine that a vendor is ineligible for the award of this RFQ for either of the following reasons:

1. The vendor is subject to disciplinary action under the Discipline Policy as of the RFQ due date.

2. The vendor has any assigned site meeting the following conditions where the vendor has not commenced demolition within the timeframe stipulated in the applicable Scope of Services (See Section II.AA)

a. Subject to the “Scope of Services for the Demolition of Blighted Residential Structures” dated on or after May 26th, 2025.

b. Awarded on or after June 2nd 2025.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
