About this opportunity
The City of Detroit is requesting quotes for planned residential demolition at 21610 Lyndon (Group 9.3.26, Parcel #22010232-3) under RFQ, with quotes due September 9, 2026. All respondents must be prequalified under the City's Planned Residential and/or Emergency Residential demolition program (RFQQ #1 Detroit Demolition Program) and subject to the City of Detroit Construction & Demolition Department Abatement and Demolition Contractor Discipline Policy effective May 12, 2025; vendors under active disciplinary action or who have failed to meet prior demolition timelines are disqualified.
The scope is demolition only of a single-story, 851–922 square foot residential structure built in 1965 on a 3,615 square foot city-owned parcel. A Hazardous/Regulated Materials Survey dated August 14, 2026, identifies asbestos-containing materials including transite siding (1,280 square feet with 10% chrysotile asbestos), basement window glaze (2–4 units with 2% asbestos), and floor tiles and mastics throughout. Thirty distinct materials require remediation. The contractor assumes full responsibility for verifying all asbestos quantities prior to bid submission. Demolition must commence within defined timelines: debris removal and open hole inspection within seven calendar days of start, backfill and grading within fourteen calendar days of hole approval, and final grade inspection by May 30 for winter-approved properties. All work must complete within 120 calendar days of Notice to Proceed. Contractors must assign a qualified project manager and site supervisors with OSHA Lead Awareness Training (within twelve months); at least one operator or laborer must hold asbestos awareness credentials. Work hours are Monday–Friday, 7:30 a.m. to 5:30 p.m., subject to sunrise/sunset and wind speed restrictions (max. 20 mph sustained). Class I demolition protocols and mandatory dust control wetting apply. Backfill material must meet Michigan Part 201 Residential Cleanup Criteria from City-approved Category 2 sources; the contractor bears all sourcing, sampling, and analysis costs. All debris becomes contractor property; disposal at licensed Type II landfills required unless materials qualify for recycling.
Quotes must include itemized line-item pricing for asbestos removal and disposal, other hazardous materials removal and disposal, demolition and debris removal and disposal, backfill costs, grading and finishing, and seeding. Contractors are not responsible for permit costs but must pay the $134 hydrant re-inspection fee if hydration fails and must disconnect service lines as specified. Performance and payment bonds equal to 100 percent of the contract amount are due within five business days of award. All site visits are mandatory; vendors must submit a date-stamped photograph of the property with their bid response, distinct from Notice of Emergency Ordered Demolition photographs. Quotes are binding for 365 calendar days and cannot be withdrawn. Effective August 1, 2026, water service line inspections and lead service line removal by Detroit Water and Sewerage Department may place projects on hold for up to five business days with no change to demolition scope or contractor responsibilities.
