About this opportunity
The City of Detroit is requesting quotes for residential demolition at 21540 Lyndon Street (Group 9.3.26, Parcel #22010238-9) with quotes due September 9, 2026. Respondents must be pre-qualified through the City of Detroit's Office of Contracting & Procurement under Request for Qualifications #1 Detroit Demolition Program for Planned Residential demolition work and must not be subject to disciplinary action as of the RFQ due date; disqualification applies if assigned sites have not commenced demolition within timeframes specified in the Scope of Services for demolition scopes dated on or after May 26, 2025 and awarded on or after June 2, 2025.
The scope encompasses demolition and debris removal of a single-story 1,064 square-foot residential structure built in 1964, with extensive asbestos-containing materials (ACM) identified throughout — including 9×9 floor tiles, transite siding, drywall composite, floor tile mastics, ceramic tiles, adhesives, roofing materials, caulking, mortar, and insulation. Demolition must comply with Class I asbestos protocols regardless of prior abatement. Work includes backfill and grading using only City-approved Category 2 sources, site finalization including sidewalk replacement and seeding, and Open Hole Inspection within seven calendar days of commencing demolition. Demolition and debris removal must be completed within seven calendar days; backfill and grading within fourteen calendar days of Open Hole approval; and all work, including final payment submission, within 120 calendar days of Notice to Proceed. Work is restricted to Monday–Friday, 7:30 a.m. to 5:30 p.m.
Respondents must conduct mandatory site visits before submitting bids, submit date-stamped site photographs with their quote, and provide pricing for three line items: demolition work, backfill and grading, and site finalization. All costs for equipment, materials, permits, corrections, waste disposal, and notifications are the contractor's responsibility. Quotes must be submitted through the Oracle Supplier Portal in Excel format (Price Sheet, Professional Rate Schedule) and signed PDF (Signature Page). Quotes remain binding for 365 calendar days. Performance and payment bonds equal to 100% of contract value and certificates of insurance naming the City as additional insured are required within five business days of award. The City reserves the right to award each property group to different vendors or any combination thereof, to negotiate rates, to adjust prices based on documentation, to withhold payment until work is completed, and to stop work for improper performance or public health and safety concerns.
