Hazardous Materials Survey and Demolition Report for 21540 Lyndon Street, Detroit, Michigan
This is a Hazardous/Regulated Materials Survey & Inspection Report and Pre-Demolition Engineering Survey prepared by Environmental Testing & Consulting, Inc. for the City of Detroit Demolition Department for residential demolition Group 9.3.26 at 21540 Lyndon Street, Detroit, Michigan 48223 (Parcel #22010238-9). The inspection was conducted on August 7, 2026, with the report issued on August 13, 2026. The property is a single-story residential house built in 1964 with a concrete slab foundation and total square footage of 1,053 SF. The survey identified extensive asbestos-containing materials (ACM) throughout the property, including 9x9 floor tiles in tan and cream colors (approximately 118 SF combined), white transite siding (1,280 SF), and various other asbestos materials in drywall composite, floor tiles, tile mastics, ceramic tiles, adhesives, roofing materials, caulking, mortar, and insulation distributed across functional spaces and exterior areas. Additionally, one gas regulator was identified as a hazardous material requiring proper handling during demolition. Laboratory analysis using Polarized Light Microscopy (PLM) and Point Counting methods confirmed the presence of chrysotile asbestos in multiple samples, with concentrations ranging from trace amounts to 2 percent.
The report includes detailed sampling data from 159 laboratory samples collected during the August 7, 2026 inspection, analyzed and completed by Environmental Testing Laboratories, Inc. by August 11, 2026. Material quantities are listed as estimates only, with the contractor required to verify all amounts of asbestos during the bid process. The survey documentation includes engineering drawings, site photographs showing all exterior areas (EA-1 through EA-5) and functional spaces (FS-1 through FS-12), and a comprehensive material list identifying 52 distinct material categories with their locations, quantities, and unit measurements. The pre-demolition survey was reviewed and approved by Michigan Asbestos Inspector Mark Smith (License #A55707) and conducted by Inspector Andre Richardson (License #A45125). All materials identified as ACM—defined as containing greater than one percent asbestos content—are regulated by both OSHA and the EPA and must be treated accordingly during the demolition process.

ETL, Inc. maintains liability limited to cost of analysis. This report relates only to the samples reported and may not be reproduced without written approval by ETL, Inc. Test Method EPA 600/R-93-116 & EPA 600/M4-82/020 or NYSDOH-ELAP item 198.1 and/or 198.6 was used to analyze all samples. Matrix interference and/or resolution limits (i.e. detecting asbestos in non-friable organically bound materials) may yield false results in certain circumstances. Quantitative transmission electron microscopy (TEM) is currently the only method that can pronounce materials as non-asbestos containing. Interpretation and use of test results are the responsibility of the client. ETL, Inc. is not responsible for the accuracy of the results when requested to physically separate and analyze layered samples. Any
PLM results below 10% should be re-analyzed using the EPA recommended Point Count method. Any material that has greater than 1% asbestos content is considered to be an Asbestos Containing Material (ACM). These materials are regulated by both OSHA and the EPA and must be treated accordingly. Results are related to only to samples that were tested. An estimate of uncertainty can be provided at the client's request.
