About this opportunity

The City of Detroit is requesting quotes for planned residential demolition at 14627 Burgess (Group 9.3.26) under RFQ, with quotes due September 8, 2026. Respondents must be pre-qualified suppliers under the City of Detroit Demolition Program's Planned Residential and/or Emergency Residential demolition work pre-qualification (RFQQ) #1 and remain subject to all applicable terms, conditions, and requirements of their pre-qualification status. Vendors are subject to the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025, and may be disqualified if they are under disciplinary action as of the RFQ due date or have failed to commence demolition within stipulated timeframes on previously awarded sites.

The scope is demolition only of a single-story residential structure built in 1955, 690 square feet on a 4,400 square foot parcel (zip 48223). A Hazardous/Regulated Materials Survey identified one asbestos-containing material: white transite siding measuring approximately 1,250 square feet (5% asbestos by analysis), plus two smoke detectors and two paint cans containing hazardous materials. Any material containing greater than 1% asbestos must be treated in accordance with OSHA and EPA regulations. Backfill materials must be sourced from City of Detroit-approved Category 2 sources. Effective August 1, 2026, the Detroit Water and Sewerage Department will verify water service line materials and remove lead service lines if present upon notification, with completion expected within five business days.

Successful respondents must complete all work, including abatement, demolition, and final grade approval, within 120 calendar days of receiving a Notice to Proceed. Upon award, vendors have five business days to secure 100% performance and payment bonds and provide certificates of insurance naming the City as an additional insured. The City is not responsible for permit costs; however, contractors are responsible for a $134 hydrant re-inspection fee if the hydrant fails. Quotes will be evaluated and awarded based on lowest responsive and responsible bid price with consideration for local preferences. Quotes remain binding for 365 calendar days after the deadline, and vendors cannot withdraw quotes during this period. All quotes must be submitted through the City of Detroit Oracle Supplier Portal.
