About this file

This Request for Qualifications (RFQ) Notes document is issued by the City of Detroit, Michigan, through the Office of Contracting & Procurement on behalf of the Construction and Demolition Department, for planned residential demolition services at 14627 Burgess in Detroit. The project involves the demolition of a single-family residential structure built in 1955 with 690 square feet of floor area located on a 4,400 square foot parcel in zip code 48223. The property is privately owned, has not undergone post-abatement assessment, and has no utility hazard notifications on record. Vendors are required to conduct site visits to understand current conditions that may affect pricing and assume full responsibility for reviewing all available documentation prior to submission. Interested vendors must be pre-qualified suppliers under the City of Detroit Demolition Program's Planned Residential and/or Emergency Residential demolition work request for qualifications (RFQQ) #1 and remain subject to all applicable terms, conditions, and requirements of their pre-qualification status.

Vendors are subject to the "CDD_Abatement and Demolition_Contractor Discipline Policy" dated May 12, 2025, and may be disqualified if they are under disciplinary action as of the RFQ due date or if they have failed to commence demolition within stipulated timeframes on previously awarded sites. All backfill materials must be sourced from City of Detroit-approved Category 2 sources through the backfill platform. Effective August 1, 2026, the Detroit Water and Sewerage Department will verify water service line materials and remove lead service lines if present upon notification from the Construction and Demolition Department following Building, Safety, Engineering and Environmental Department Open Hole Approval, with completion expected within five business days. This process will pause the project timeline to ensure accurate tracking of contractor performance and contractual compliance.

Minimum Qualifications:

· The successful vendor must be a Pre-Qualified Supplier for Planned Residential and/or Emergency Residential demolition work under the Office of Contracting & Procurement, on behalf of the Construction and Demolition Department request for qualifications (RFQQ) # 1 Detroit Demolition Program.

· The successful vendor will be subject to the terms, conditions and requirements of their pre-qualification.

Backfill:

· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf

Disqualification:

The City will determine that a vendor is ineligible for the award of this RFQ for either of the following reasons:

1. The vendor is subject to disciplinary action under the Discipline Policy as of the RFQ due date.

2. The vendor has any assigned site meeting the following conditions where the vendor has not commenced demolition within the timeframe stipulated in the applicable Scope of Services (See Section II.AA)

a. Subject to the “Scope of Services for the Demolition of Blighted Residential Structures” dated on or after May 26th, 2025.

b. Awarded on or after June 2nd 2025.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
