About this file
This is a Hazardous/Regulated Materials Survey & Inspection Report prepared by Environmental Testing & Consulting, Inc. for the City of Detroit Demolition Department regarding the property at 14627 Burgess Street, Detroit, Michigan (Parcel #22112391). The inspection was conducted on July 30, 2026, with the report finalized on August 14, 2026, as part of Project #2026 BPO 7.20.2026. The survey identified one asbestos-containing material (ACM): white transite siding measuring approximately 1,250 square feet located on exterior areas EA-1 through EA-4. Additionally, two smoke detectors with batteries and two paint cans containing hazardous materials were identified in functional spaces FS-5 and FS-8. An engineering survey completed on July 29, 2026, documented the single-story residential structure built in 1955 with a concrete slab foundation and total square footage of 660 square feet. The property was evaluated for structural integrity, water damage, fire damage, termite damage, and accessibility issues across five exterior areas and eight functional spaces.
The asbestos analysis conducted through polarized light microscopy (PLM) and point count (PC) methods identified chrysotile asbestos in the transite siding and related components, with the siding layer containing 5% asbestos by PLM analysis. The testing revealed that most interior materials (drywall composites, floor tiles, mastics, insulation, and adhesives) tested negative for asbestos or contained trace amounts below the 1% threshold for ACM classification. Exterior materials including cinderblock, mortar, concrete surfaces, caulks, and roofing materials also tested negative for asbestos. The laboratory analysis included 81 bulk samples collected from various locations within the property, with testing completed between August 4-5, 2026. All results were documented with chain of custody procedures and analyzed by certified laboratory personnel. The contractor is responsible for verifying the quantities of identified asbestos during the bid process, and any material containing greater than 1% asbestos content must be treated in accordance with OSHA and EPA regulations.

ETL, Inc. maintains liability limited to cost of analysis. This report relates only to the samples reported and may not be reproduced without written approval by ETL, Inc. Test Method EPA 600/R-93-116 & EPA 600/M4-82/020 or NYSDOH-ELAP item 198.1 and/or 198.6 was used to analyze all samples. Matrix interference and/or resolution limits (i.e. detecting asbestos in non-friable organically bound materials) may yield false results in certain circumstances. Quantitative transmission electron microscopy (TEM) is currently the only method that can pronounce materials as non-asbestos containing. Interpretation and use of test results are the responsibility of the client. ETL, Inc. is not responsible for the accuracy of the results when requested to physically separate and analyze layered samples. Any
PLM results below 10% should be re-analyzed using the EPA recommended Point Count method. Any material that has greater than 1% asbestos content is considered to be an Asbestos Containing Material (ACM). These materials are regulated by both OSHA and the EPA and must be treated accordingly. Results are related to only to samples that were tested. An estimate of uncertainty can be provided at the client's request.

ETL, Inc. maintains liability limited to cost of analysis.
