About this opportunity
The City of Detroit is requesting quotes for demolition-only services at 14554 Greydale Street under Planned Residential Demolition Group 9.3.26, with quotes due September 8, 2026. Respondents must be pre-qualified suppliers under the Detroit Demolition Program's Request for Qualifications #1 and are subject to the CDD Abatement and Demolition Contractor Discipline Policy; contractors currently under disciplinary action or who have failed to commence demolition on other assigned sites within stipulated timeframes are disqualified.
The scope covers demolition and debris removal and disposal of a single-story 1963-built residential structure on a city-owned, 4,400-square-foot parcel. The property has passed asbestos post-abatement requirements; the HRM survey identified 1,300 square feet of transite siding containing 5% chrysotile asbestos and other non-asbestos hazardous materials. The contractor must load debris out within seven calendar days of demolition commencement, complete backfill and grading within fourteen calendar days of open hole approval, and request final grade inspection by May 30th for winter-grade properties. Work is restricted to 7:30 a.m. to 5:30 p.m., Monday through Friday. The contractor must maintain two intact hoses with misting nozzles for dust control, use mechanical wrecking (no explosives or on-site burning), remove all sub-surface structural components, install four-foot safety barriers, cap sewer laterals, source backfill from City-approved Category 2 sources, and seed the final site with 100% Dutch white clover no-mow seed. All debris must be transported to licensed Type II landfills at the contractor's expense. Effective August 1, 2026, the Detroit Water and Sewerage Department will verify water service line materials and remove any lead service lines, with the demolition contractor's performance timeline paused during this process.
Quotes must include a Price Sheet (Excel), Professional Rate Schedule (Excel), and Signature Page (PDF) submitted through the City's Oracle Supplier Portal. Respondents must physically visit the site and provide a date-stamped photograph with their bid. Quotes remain binding for 365 calendar days. The City will award based on lowest responsive and responsible bid price with consideration of local preferences and an equalization credit factor. Successful vendors must provide performance and payment bonds equal to 100 percent of contract value within five business days of notice of award and certificates of insurance naming the City as additional insured. Work must be completed within 120 calendar days of Notice to Proceed, subject to City departmental approval and potential City Council and Fiscal Review Commission sign-off before contract execution.
