About this file

This is a Hazardous/Regulated Materials Survey & Inspection Report and Pre-Demolition Engineering Survey prepared by Environmental Testing & Consulting, Inc. for the City of Detroit Demolition Department regarding the residential property located at 14554 Greydale Street, Detroit, Michigan (Parcel #22112567). The inspection was conducted on August 5, 2026, with the report issued on August 12, 2026, as part of Project #2026 BPO 7.20.2026. The property is a single-story structure built in 1963 with a concrete foundation and total square footage of 1,134 square feet. The survey identified asbestos-containing materials (ACM) and other hazardous materials requiring proper remediation before demolition. Key findings include transite siding (beige) totaling 1,300 square feet classified as containing 5% chrysotile asbestos, transite seam tape, exterior and interior caulking, roofing materials, drywall with tape and mud, flooring tiles and linoleum mastic, ceramic tiles with adhesive, and various concrete surfaces. The survey also identified two smoke detectors and one lawn mower as hazardous materials requiring proper disposal. A total of 57 bulk samples were collected and analyzed using Polarized Light Microscopy (PLM) methods, with laboratory analysis completed on August 10, 2026.

The asbestos laboratory analysis utilized EPA 600/R-93-116 and EPA 600/M4-82/020 test methods, with results indicating that only the transite siding material (HA-6) tested positive for asbestos at 5% chrysotile content, meeting the threshold for classification as an Asbestos Containing Material (ACM) requiring regulated abatement. All other materials including concrete, caulking, roofing materials, drywall components, insulation, flooring tiles, and mastic tested negative for asbestos. The contractor is responsible for verifying all quantities of asbestos identified during the bid process. The report includes detailed site drawings, photographs of exterior areas (EA-1 through EA-5) and functional spaces (FS-1 through FS-9), and electronic chain of custody documentation. Engineering survey findings note that functional space FS-9 (attic area) was completely inaccessible due to broken stairs. The inspection and analysis were conducted by licensed Michigan Asbestos Inspectors Andre Richardson (License #A45125) and Mark Smith (License #A55707), with engineering survey performed by Jeremy Westcott (Inspector #INSP01045) and reviewed by William Earle, P.E. (Wisconsin License #WI 35407-6).

ETL, Inc. maintains liability limited to cost of analysis. This report relates only to the samples reported and may not be reproduced without written approval by ETL, Inc. Test Method EPA 600/R-93-116 & EPA 600/M4-82/020 or NYSDOH-ELAP item 198.1 and/or 198.6 was used to analyze all samples. Matrix interference and/or resolution limits (i.e. detecting asbestos in non-friable organically bound materials) may yield false results in certain circumstances. Quantitative transmission electron microscopy (TEM) is currently the only method that can pronounce materials as non-asbestos containing. Interpretation and use of test results are the responsibility of the client. ETL, Inc. is not responsible for the accuracy of the results when requested to physically separate and analyze layered samples. Any

PLM results below 10% should be re-analyzed using the EPA recommended Point Count method. Any material that has greater than 1% asbestos content is considered to be an Asbestos Containing Material (ACM). These materials are regulated by both OSHA and the EPA and must be treated accordingly. Results are related to only to samples that were tested. An estimate of uncertainty can be provided at the client's request.

ETL, Inc. maintains liability limited to cost of analysis.
