About this file

This RFQ Notes document is prepared by the City of Detroit's Construction and Demolition Department (CDD) in partnership with the Office of Contracting & Procurement for a planned residential demolition project. The project involves the demolition of a single-unit residential structure located at 14554 Greydale (Parcel ID 22112567) in Detroit, Michigan 48223. The property is city-owned, was built in 1963, contains 916 square feet of floor area on a 4,400-square-foot parcel, and has passed ASB post-abatement requirements. Vendors must be pre-qualified suppliers under the Detroit Demolition Program's Request for Qualifications #1 for either planned or emergency residential demolition work and must comply with all terms, conditions, and requirements associated with their pre-qualification status.

Successful vendors must source backfill material from City of Detroit-approved Category 2 sources and remain subject to the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025. Vendors are disqualified if they are subject to disciplinary action as of the RFQ due date or if they have failed to commence demolition on other assigned sites within stipulated timeframes. Effective August 1, 2026, the Detroit Water and Sewerage Department (DWSD) will verify water service line materials and remove lead service lines if present following Building, Safety Engineering and Environmental Department (BSEED) open hole approval, with inspections and removals to be completed within five business days. The demolition contractor's performance timeline will be automatically paused during this DWSD process, with dates tracked in Salesforce to ensure accurate contractor compliance documentation.

Minimum Qualifications:

· The successful vendor must be a Pre-Qualified Supplier for Planned Residential and/or Emergency Residential demolition work under the Office of Contracting & Procurement, on behalf of the Construction and Demolition Department request for qualifications (RFQQ) # 1 Detroit Demolition Program.

· The successful vendor will be subject to the terms, conditions and requirements of their pre-qualification.

Backfill:

· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf

Disqualification:

The City will determine that a vendor is ineligible for the award of this RFQ for either of the following reasons:

1. The vendor is subject to disciplinary action under the Discipline Policy as of the RFQ due date.

2. The vendor has any assigned site meeting the following conditions where the vendor has not commenced demolition within the timeframe stipulated in the applicable Scope of Services (See Section II.AA)

a. Subject to the “Scope of Services for the Demolition of Blighted Residential Structures” dated on or after May 26th, 2025.

b. Awarded on or after June 2nd 2025.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
