About this opportunity

The City of Detroit Office of Contracting and Procurement, in partnership with the Detroit Demolition Department, is issuing a Request for Quote (RFQ) for the planned demolition of a residential property located at 668 W Hollywood, Detroit, Michigan 48203. The procurement seeks qualified demolition contractors to perform complete abatement and demolition services for a two-unit residential structure built in 1924, comprising 2,200 square feet on a 4,095-square-foot parcel (Parcel ID 01006701). The scope of work includes asbestos-containing materials removal and disposal (925 linear feet of exterior caulk, 8,999 square feet of plaster, 25 square feet of roofing material flashing, 2 square feet of stack cement, and 5 square feet of heat shield millboard), other hazardous materials removal and disposal, complete structure demolition and debris removal, backfill using City of Detroit-approved Category 2 sources, grading and site finishing, and seeding, all to be completed within 120 calendar days of receiving a Notice to Proceed. The hazardous materials assessment, documented in a Pre-Demolition Hazardous/Regulated Materials Report dated November 26, 2024, and confirmed post-abatement verification dated January 15, 2026, identified asbestos content in roofing materials ranging from 10 percent to 16 percent non-fibrous asbestos, with laboratory analysis by EMSL Analytical. Respondents must be pre-qualified suppliers under the Office of Contracting & Procurement for Planned Residential and/or Emergency Residential demolition work as established under the Detroit Demolition Program RFQ #1 and must comply with all associated terms and conditions, including the Contractor Discipline Policy dated May 12, 2025. Evaluation will be based on lowest, responsive, and responsible bid price with consideration given to local preferences and an equalization factor. A mandatory site visit is required prior to bid submission, with a date-stamped photograph of the visited property required as part of the bid response. Quotes must be submitted exclusively through the City of Detroit Oracle Supplier Portal by the deadline specified in that system, with submission of three documents: a completed Price Sheet in Excel format, a Professional Rate Schedule in Excel format, and a signed Signature Page in PDF format. All quotes remain binding for 365 calendar days after the quote deadline, and the due date for this RFQ is January 29, 2026.

Respondents are ineligible for award if they are subject to disciplinary action as of the RFQ due date or if they have assigned sites where demolition has not commenced within the timeframes specified in the applicable Scope of Services for structures meeting conditions outlined for scopes dated on or after May 26, 2025, and awarded on or after June 2, 2025; additionally, vendors must not have failed to meet the 120-day completion requirement on prior City demolition contracts. No specific set-aside designations for disadvantaged enterprises are mentioned in the solicitation documents provided, though local preferences and an equalization factor are incorporated into the evaluation methodology. Successful vendors must have five business days from the notice of award to provide performance and payment bonds equal to 100 percent of the contract value and certificates of insurance naming the City of Detroit as an additional insured. Contractors are not responsible for permit costs such as wrecking or hydrant permits but are responsible for a $134.00 hydrant re-inspection fee if the hydrant fails; a fire hydrant use permit (Hydrant Asset ID 17632) has been approved for the project and requires a $450.00 fee payment to the Building, Safety Engineering and Environmental Department. Contractors must bear all costs for equipment, materials, corrections of deficiencies, damage repairs, debris transport and disposal to licensed Type II landfills, backfill materials from Owner-approved sources, water management, and sidewalk replacement. No specific budget range or award value is disclosed in the solicitation documents; pricing is determined by individual contractor quotes submitted for the scope of work components.
