About this opportunity
The City of Detroit Office of Contracting & Procurement is requesting quotes for planned residential backfill and site finalization at two properties (13812 Glenwood and 14102 Seymour, Group 8.3.2026) with quotes due August 28, 2026.
Vendors must be pre-qualified under the Detroit Demolition Program RFQQ #1 for planned and emergency residential demolition work. Site visits are mandatory; each bid must include a date-stamped photograph from the bidder's property inspection. Vendors are ineligible if subject to disciplinary action as of the RFQ due date or have assigned sites where demolition has not commenced within required timeframes under the applicable Scope of Services.
The scope comprises two phases: excavation and load-out of non-hazardous and hazardous fill material, foundations, and footings; and backfill, grading, and site finalization including topfill application, sidewalk replacement, and seed and straw cleanup. All work must be completed within 120 calendar days of Notice to Proceed, including final/winter grade approval and correct invoice submission. Backfill material must originate exclusively from Category 2 sources approved on the City of Detroit Backfill platform and comply with Michigan Part 201 Residential Cleanup Criteria. Contractors assume all material-sourcing and quality-verification responsibility and must provide all equipment, permits, and certified personnel at no additional cost.
Two properties are involved: 13812 Glenwood (4,617 square feet) and 14102 Seymour (4,836 square feet), both in the 48205 zip code and owned by the Detroit Land Bank Authority.
Award will be based on lowest responsive and responsible bid price with consideration of local preferences and an equalization factor. The City reserves the right to award each property to different vendors or combine groups. Quotes must be submitted through the Oracle Supplier Portal and remain binding for 365 calendar days. Successful vendors must provide performance and payment bonds equal to 100 percent of contract value and certificates of insurance naming the City as additional insured within five business days of award notice. Effective August 1, 2026, the Detroit Water and Sewerage Department will verify water service line materials and remove lead service lines if present within five business days of BSEED Open Hole Approval; the demolition timeline will pause during this inspection period.
