About this file
This is a Request for Qualifications (RFQ) notes document issued by the City of Detroit, Michigan, specifically the Construction and Demolition Department (CDD), for planned residential backfill and site finalization services at two properties: 13812 Glenwood (Parcel ID 21018146, 4,617 square feet) and 14102 Seymour (Parcel ID 21016972, 4,836 square feet), both located in the 48205 zip code and owned by the Detroit Land Bank Authority (DLBA). Successful vendors must be pre-qualified suppliers under the Office of Contracting & Procurement's Detroit Demolition Program RFQQ #1 for planned and emergency residential demolition work and must comply with all associated terms, conditions, and requirements. Interested vendors are strongly encouraged to conduct site visits to understand current conditions that may affect pricing. The awarded vendor will be subject to the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025, and must use backfill material exclusively from a Category 2 source approved on the City of Detroit Backfill platform.
Vendors are ineligible for award if they are subject to disciplinary action as of the RFQ due date or have assigned sites where demolition has not commenced within the timeframes stipulated in the applicable Scope of Services. Effective August 1, 2026, the CDD will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval to verify water service line materials and remove any lead service lines if present; DWSD has five business days to complete inspections and removals. The demolition timeline will be paused during this DWSD inspection and lead service line removal process, with CDD creating a demolition issue in Salesforce to document hold dates and release dates, ensuring accurate tracking of contractor performance and contractual timeline compliance. No changes to the demolition scope of services or contractor responsibilities result from this DWSD process.

Minimum Qualifications:
· The successful vendor must be a Pre-Qualified Supplier for Planned Residential and/or Emergency Residential demolition work under the Office of Contracting & Procurement, on behalf of the Construction and Demolition Department request for qualifications (RFQQ) # 1 Detroit Demolition Program.
· The successful vendor will be subject to the terms, conditions and requirements of their pre-qualification.
Backfill:
· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.
Discipline:
· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.
· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
Disqualification:
The City will determine that a vendor is ineligible for the award of this RFQ for either of the following reasons:
1. The vendor is subject to disciplinary action under the Discipline Policy as of the RFQ due date.
2. The vendor has any assigned site meeting the following conditions where the vendor has not commenced demolition within the timeframe stipulated in the applicable Scope of Services (See Section II.AA)
a. Subject to the “Scope of Services for the Demolition of Blighted Residential Structures” dated on or after May 26th, 2025.
b. Awarded on or after June 2nd 2025.
DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
