About this opportunity

The Colorado Department of Natural Resources, Division of Reclamation, Mining and Safety is soliciting documented quotations for mine closure and reclamation work at the PKAA Walsen Project in Huerfano County, with bids due June 24, 2026 at 4:00 p.m. MST. Service-Disabled Veteran-Owned Small Businesses receive a 5 percent bid preference.

The scope encompasses backfilling and closure of eleven coal mining-related subsidence features and sinkholes (features W01–W08, 107Walsen-Area1SF1, 704 HL-06, and 748 RH-03) using imported or onsite material, installing a monolithic concrete plug at feature W08, grading operations, installing approximately 1,150 linear feet of biodegradable excelsior wattles for sediment and erosion control, and revegetating one acre of disturbed area with native seed mix. Imported backfill material must be hard, durable, well-graded material with approximately twelve-inch median diameter and sufficient finer particles to minimize voids. The project is located near Walsenburg and multiple features are proximate to overhead power lines. All work is subject to Davis-Bacon Act prevailing wage requirements; certified payroll reports must be submitted weekly. Contractors must provide a List of Equipment Offered form; equipment rental agreements may substitute for owned equipment documentation.

Construction runs July 27 through September 24, 2026, with a sixty-calendar-day completion period including ten days of mobilization. The project is federally funded through the Department of Interior/Office of Surface Mining Reclamation and Enforcement (Assistance Listing 15.252) and subject to the Build America, Buy America Act and Buy Clean Colorado Act for eligible materials. For contracts exceeding $150,000, Performance and Labor and Material Bonds at 100 percent of contract price and comprehensive insurance ($1 million Commercial General Liability, $1 million Automobile Liability, $1 million Pollution Liability) are required. Liquidated damages of $400 per day apply for schedule non-compliance; 5 percent retainage applies to projects exceeding $150,000. The mandatory pre-bid meeting was held June 9, 2026. Written questions were due June 15, 2026. Bids must be submitted through Colorado's VSS online portal; mail and fax submissions are prohibited.
