About this opportunity

The State of Colorado Department of Natural Resources, Division of Reclamation, Mining and Safety is requesting documented quotations for mine closure and remediation at Switzerland Park involving 34 mine features (adits, shafts, stopes, and prospects) across Boulder County, with bids due September 23, 2026 at 4:00 p.m. MT and a mandatory pre-bid meeting and site inspection on September 9, 2026 at 11:00 a.m. A 5% bid preference applies to certified Service-Disabled Veteran Owned Small Businesses (SDVOSB).

The scope encompasses closure of 22 machine backfill features, 7 bat-grated closures, 1 culvert with bat grate, 1 shaft grate, 1 bulkhead, and 2 exclusion fences located on USFS and private lands with steep terrain and limited machine access. Work includes removal of existing structures (headframes, timbers, fencing), installation of excelsior wattles for stormwater sediment control, and specialized bat exclusion protocols (three-day chicken wire coverings with specific measurements on three features). Exclusion fencing specifications require 10-foot galvanized steel posts at 10–16 linear feet intervals, 72-inch high galvanized wire fabric with 6-inch by 6-inch maximum spacing, and concrete anchoring. Three features require bat reports prior to work commencement; one feature requires CDOT permits. Bidders must submit the completed Bid Schedule with unit prices for guaranteed items (mobilization/demobilization, project safety and environmental planning, sediment and erosion control) and total bid amounts per feature, a List of Equipment Offered form itemizing all equipment to be deployed, and SDVOSB certification if applicable.

The construction period runs October 26, 2026 through January 24, 2027 (91 calendar days including 10 days for mobilization). The project is funded by the U.S. Department of Interior Office of Surface Mining Reclamation and Enforcement, the Interior Environmental Compliance and Cleanup Division's Abandoned Hardrock Mine Reclamation Program, and the U.S. Forest Service. Davis-Bacon Act prevailing wage requirements apply; Build America Buy America Act domestic-sourcing mandates and Buy Clean Colorado Act embodied-carbon limits govern materials. Performance and Labor and Material Bonds equal to 100 percent of the contract price are required for bids of $150,000 or greater. Comprehensive insurance coverage includes General Liability, Workers' Compensation, Automobile Liability, and Pollution Liability at $1,000,000 per occurrence. Liquidated damages are $400 per day for schedule delays; 5% retainage applies to contracts exceeding $150,000. Written questions are due September 14, 2026 at 4:00 p.m. MT; bid opening is September 24, 2026 at 12:00 p.m.
