About this opportunity
The Colorado Department of Natural Resources, Division of Reclamation, Mining and Safety (DRMS) is soliciting bids for closure of 11 hazardous mine shafts in the Nine Mile area near Gunnison County under RFQ DQ1 PKAA 2027*0049, with bids due September 4, 2026 at 4:00 p.m. MT. Service-Disabled Veteran-Owned Small Businesses (SDVOSB) may receive a 5% price preference if properly certified.
The scope encompasses safeguarding mine shafts using steel grates, polyurethane foam plugs, and steel grates with bat access across Bureau of Land Management and private land. Shafts vary from 3 to 24 feet wide and 15 to 80 feet deep. Two shafts (NM-12 and NM-16) are historic sites requiring on-site cultural resource monitoring. Contractors must comply with comprehensive safety, health, and environmental requirements including Part 48 training, White-Nose Syndrome decontamination procedures for bat habitat work, hazardous waste sampling and disposal, weekly safety meetings with documented records, and daily pre-job safety talks. All work must adhere to Section 8 (Steel Grated Shaft Closure) and Section 9 (Polyurethane Foam Closure) specifications. Davis-Bacon prevailing wage requirements apply. The Build America, Buy America Act mandates all iron, steel, manufactured products, and construction materials be produced in the United States unless approved waivers are obtained. The Buy Clean Colorado Act applies to eligible materials, requiring Environmental Product Declarations within specified Global Warming Potential limits.
Construction is scheduled September 22 through November 20, 2026, with a 60-calendar-day completion period including ten days for mobilization. The project is funded through federal sources via the Department of Interior's Abandoned Hardrock Mine Reclamation Program and Colorado Severance Tax funds. Performance and Labor and Material Bonds are required for bids exceeding $150,000, with 5% retainage withheld until project completion. Liquidated damages are $400 per day for schedule delays. A mandatory pre-bid meeting and site inspection was held August 20, 2026 at 10:00 a.m. in Gunnison. Questions were due August 27, 2026. Bids must be submitted electronically via Colorado Vendor Self Service and include the completed Bid Schedule, List of Equipment Offered form, and SDVOSB certification if applicable.
