About this opportunity

The State of Colorado, Department of Natural Resources, Division of Reclamation, Mining and Safety is issuing a Request for Documented Quotations (DQ) for the PKAA Maggie Gulch Project, a mine closure and remediation initiative located in and around Silverton, Colorado in San Juan County. The procurement seeks qualified contractors to complete comprehensive mine safeguarding and closure work on ten mine sites, including four shafts and six adits/horizontal openings distributed across five geographic zones (Bakers Area, Eureka Area, Houghton Area, Maggie Area, and Sultan Area). Deliverables include installation of mine closures using specified methods such as corrugated steel pipes with bat grates, polyurethane foam installations, bat grates with access doors, and backfill operations; development and implementation of a comprehensive Safety, Health, and Environmental Action Plan (SHEAP); mobilization and demobilization; helicopter support where terrain necessitates aerial access; and revegetation activities. Contractors must provide detailed equipment lists, complete bid schedules with unit pricing for mobilization, safety planning, helicopter services, and individual mine closure features, and comply with Davis-Bacon Act wage requirements and Buy America provisions. The mandatory virtual pre-bid meeting is scheduled for Friday, April 10, 2026, at 10:00 a.m. Mountain Time, with attendance required for bid consideration. Electronic bids must be submitted through Colorado Vendor Self Service (ColoradoVSS) no later than 4:00 p.m. Mountain Time on Wednesday, April 29, 2026, with bid opening on Thursday, April 30, 2026. The project is scheduled for construction between August 1, 2026, and September 15, 2026, with a contract period of forty-five calendar days after Notice to Proceed, including ten days for mobilization. Award will be made to the lowest responsive and responsible bidder based on Grand Total Price following application of Colorado resident bidder preference.

A five percent bid preference is available for Service-Disabled Veteran Owned Small Businesses (SDVOSB) certified through the U.S. Small Business Administration. Performance and Labor and Material Bonds equal to 100% of the contract price are required for bids exceeding $150,000, and 5% retainage will be withheld from such contracts until satisfactory completion. Contractors must maintain comprehensive insurance coverage including Workers' Compensation ($1,000,000 combined single limit liability), Commercial General Liability, Automobile Liability ($1,000,000 each accident), Pollution Liability ($1,000,000), and Aircraft Liability ($5,000,000) if helicopters are utilized. The project is federally funded through the Department of the Interior/Office of Surface Mining Reclamation and Enforcement (OSMRE) under Assistance Listing Number 15.252 and the Bureau of Land Management (BLM) under Assistance Listing Number 15.236, with compliance required for Buy Clean Colorado Act requirements for eligible materials. Work features are split in ownership between BLM and private entities, requiring coordination with multiple landowners and project managers. Liquidated damages are assessed at $400 per day for non-compliance or delays. While no specific budget range is disclosed in the procurement documents, the project scope involving multiple mine closure features, helicopter mobilization, and comprehensive safety planning across a six-week construction window suggests a substantial contract value, with the requirement for performance bonds on amounts exceeding $150,000 indicating anticipated bid amounts in that range or higher.
