About this opportunity

The Colorado Division of Reclamation, Mining and Safety is requesting documented quotations for the Gold Creek Project, a mine closure initiative in Gunnison County, with bids due August 4, 2026 at 4:00 p.m. MT and mandatory pre-bid attendance on July 14, 2026 at 11:00 a.m. at the project site; failure to sign in results in bid rejection. A 5% price preference applies to Service-Disabled Veteran-Owned Small Businesses (SDVOSB) if properly certified.

The scope encompasses closure and stabilization of 14 mine features (11 adits and 3 shafts) located north of Ohio City and near Pitkin using polyurethane foam plugs, steel bat grates with access doors, and corrugated steel pipe bulkheads set in native rock. Features span United States Forest Service and private land in the vicinity of US Highway 50, with site depths ranging from 7 feet to 300 feet and present dimensions from 2 feet by 4 feet to 20 feet by 20 feet. The bid schedule requires line-item pricing for mobilization/demobilization, development of a Project Safety, Health and Environmental Action Plan, installation across 15 identified features, and up to 9 cubic yards of additional polyurethane fill material on a non-guaranteed basis. All bids must include a completed Bid Schedule and List of Equipment Offered form submitted electronically via Colorado Vendor Self Service.

Construction is scheduled from August 19 through October 17, 2026, with 60 calendar days allowed for completion after Notice to Proceed, including 10 days of mobilization. The project is funded by federal sources (Department of Interior/Office of Surface Mining Reclamation and Enforcement and U.S. Department of Agriculture Forest Service) and Colorado Severance Tax collections. Davis-Bacon prevailing wage rates apply statewide. Performance and Labor and Material Bonds at 100% of contract value are required if the bid exceeds $150,000, and 5% retainage will be withheld on contracts exceeding $150,000. Liquidated damages are set at $400 per day. Buy America Act and Buy Clean Colorado Act compliance for eligible materials is mandatory. Written inquiries are due July 21, 2026 at 4:00 p.m. MT. All equipment must pass noxious weed inspection prior to mobilization.
