About this opportunity
The Colorado Department of Natural Resources, Division of Reclamation, Mining and Safety is requesting documented quotations for mine closure and remediation services at the DRUM Tenderfoot Flat Top Project, located 5 miles east of Gateway in Mesa County on Bureau of Land Management land, with bids due August 12, 2026 and a mandatory virtual pre-bid meeting on July 24 at 10:00 AM.
A 5% bid preference applies to Service-Disabled Veteran-Owned Small Businesses with valid certification. Responsive bidders must demonstrate completion of a minimum of two mine safety closure projects and at least one mine closure project in steep, rugged conditions with rockfall hazards, supported by references or contract documentation.
The scope covers closure of 37 mine features, including adits, shafts, and prospect openings across ten geographically dispersed mine areas. Work includes installation of grated corrugated steel pipe with bat ladders, steel grates with bat ladders, backfill using waste rock, and polyurethane foam installations (quantities ranging one-third to two cubic yards per feature). Multiple features require maintenance due to prior backfill settlement. Access varies from vehicle via Highway 141 to foot-access-only and helicopter-recommended locations. Several sites designated as historically eligible require Bureau of Land Management archeological monitoring.
The project is funded by the U.S. Department of Energy Office of Legacy Management under the Defense Related Uranium Mine Program (Assistance Listing 81.136) and is subject to Davis-Bacon prevailing wage requirements and Build America, Buy America compliance. Construction is scheduled October 1 through November 19, 2026, with fifty calendar days allowed after Notice to Proceed (inclusive of ten mobilization days).
Performance and Labor and Material Bonds equal to 100 percent of contract price are required for bids exceeding $150,000. Insurance includes Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000), Pollution Liability ($1,000,000), and Aircraft Liability ($5,000,000 if applicable). Liquidated damages are $400 per day for schedule delays. A 5% retainage applies to contracts exceeding $150,000. Bidders must submit unit pricing for mobilization/demobilization, safety and environmental planning, mine closure installations itemized by feature, additional manual labor (hourly), additional grating material (per square foot), and additional polyurethane foam (per cubic yard). Written inquiries are due July 31 at 4:00 PM. Bids must be submitted electronically via Colorado VSS.
