About this opportunity
The Colorado Division of Reclamation, Mining and Safety (DRMS) is procuring mine remediation and closure services for the Hot Springs Canyon Project (PKA-15-1280) located in Saguache County on Bureau of Land Management land near Crestone and Villa Grove. The project encompasses the safeguarding and closure of three adits and five mining shafts across seven designated features (HS01 through HS07) using multiple closure methodologies including machine backfill, corrugated steel pipe (CSP) installations with bat ladder components, grate closures, hand backfill, and polyurethane foam (PUF) closures. Key deliverables include mobilization and demobilization services, development and implementation of a Site Evaluation and Hazard Assessment Program (SHEAP), revegetation of approximately two acres via hand rake seeding, and installation of specified closure features with detailed line-item pricing required for each of the seven mining features. The project is funded through federal sources including the U.S. Department of Interior Office of Surface Mining Reclamation and Enforcement (CFDA 15.252) and the Bureau of Land Management (CFDA 15.236). A mandatory pre-bid meeting and site inspection was held on May 19, 2015, at 9:00 a.m. at the intersection of U.S. Highway 285 and County Road L156 north of Villa Grove, with bids due electronically via Colorado Vendor Self Service or by mail/fax no later than 4:00 p.m. on June 2, 2015, and bid opening scheduled for June 3, 2015, at 10:00 a.m. The project construction period is scheduled between June 29 and July 29, 2015, with a completion requirement of 30 calendar days after Notice to Proceed issuance, including ten days for mobilization, and liquidated damages assessed at $400 per day for delays.
Award will be made to the lowest responsive and responsible bidder based on lowest grand total price and demonstrated capability to meet performance time requirements, with evaluation considerations including compliance with all specification amendments distributed at the pre-bid meeting. Contractors must be capable of maintaining comprehensive insurance coverage including workers' compensation, commercial general liability of $1,000,000 per occurrence, and automobile liability of $1,000,000 combined single limit, with the State of Colorado named as additional insured. A bid bond of 5 percent is required for bids of $50,000 or greater, along with performance and payment bonds for 100 percent of the original contract price, with retainage withheld at 10 percent for bids between $50,000 and $149,999, or 5 percent for bids of $150,000 or more. A minimum of 80 percent of laborers employed must be Colorado residents, and contractors must submit AML Contractor Ownership and Control forms and MBE/WBE participation forms prior to contract execution. While no specific budget ceiling is stated, the project scope and bond requirements suggest an anticipated contract value exceeding $50,000, with potential award to firms such as those identified at the pre-bid meeting including Epic Construction & Environmental, RM2 Construction LLC, Ken Houston Excavating & Welding, and other qualified construction and excavation firms.
