About this file
This is Amendment No. 1 to a solicitation issued by the State of Colorado Division of Reclamation, Mining & Safety for the Hot Springs Canyon Project (PKA-15-1280). The amendment revises specifications and closure methods for mine remediation work at seven mining features (HS01 through HS07) located in Saguache County. The project scope includes mobilization/demobilization, Site Evaluation and Hazard Assessment Program (SHEAP) compliance, revegetation of two acres, and installation of various mine closures using hand backfill, Corrugated Steel Pipe (CSP) with bat ladder installations, grate closures, and Polyurethane Foam (PUF) closures. Key specification changes outlined in the amendment waive monument pipe requirements on backfill closures, omit mulch from revegetation specifications requiring hand rake seeding instead, and authorize temporary ATV access via BLM permit to five designated features with mandatory reclamation of disturbances. The revised bid schedule was distributed following a pre-bid meeting, with bids due by June 2, 2015 at 4:00 p.m.
The bid schedule requires contractors to provide unit prices for individual closure features and lump-sum pricing for mobilization/demobilization and SHEAP work, with detailed line-item pricing required for each of the seven mine closure features. The project is funded through Office of Surface Mining (OSM) and Bureau of Land Management (BLM) sources. Specific CSP sizing requirements are mandated: HS02 requires a 10-foot by 2-foot pipe with 4-foot backfill depth, while HS03 requires a 15-foot by 3-foot pipe with identical backfill specifications. HS04 PUF closure requires approximately 3 cubic yards of material and must be completed before HS03 and HS03a work to protect potential bat habitat. Contractors must acknowledge receipt of the amendment and submit the revised bid schedule electronically through Colorado VSS or by mail/fax to Teresa Ryan at the Division office in Denver.

RE: Amendment No. 1 to PKA-15-1280
Thank you for your attendance at the Pre-Bid Meeting. NOTE that a REVISED Bid Schedule is attached to this Amendment. The REVISED Bid Schedule must be used to submit a bid.
The following clarifications and amendments should be noted and incorporated into the bid documents:
1. The requirement for a monument pipe on backfill closures is waived and the grouting of the monument (brass cap) in rock on site is allowed.
2. Mulch has been omitted from the Revegetation Specifications due to the rugged terrain and difficult site access. Hand rake seed at each site.
3. ATV’s are permissible by the BLM to access features HS02, HS03, HS03a, HS04 and HS05 on the Hot Springs Canyon Trail. A temporary ATV permit will be issued to the Contractor from the BLM. All disturbances from ATV’s must be re-seeded and reclaimed.
