About this opportunity

The City of Pittsburgh, on behalf of the Equipment Leasing Authority of the City of Pittsburgh, is requesting proposals for a four-door custom aerial ladder apparatus with a minimum 100-foot reach for the Pittsburgh Bureau of Fire, with proposals due July 7, 2026 at 5:00 p.m. A mandatory pre-proposal meeting is scheduled for June 3, 2026 at 9:00 a.m. at Pittsburgh Bureau of Fire Headquarters, with written questions due June 16, 2026 at 5:00 p.m.

The apparatus must comply with NFPA 1900 standards and undergo Underwriters Laboratories certification testing. Manufacturers must demonstrate 30 years of continuous business operation in fire apparatus construction, be 100% U.S.-owned and operated, and manufacture the vehicle in North America with a substantial majority of principal components assembled in the United States. An authorized service facility must be located within a two-hour driving distance of Pittsburgh with a mobile service vehicle and indoor heated workspace.

The apparatus must incorporate a Cummins X15 diesel engine (605 horsepower), an Allison EVS 4500 automatic transmission, electronic stability control and anti-lock braking systems, and meet 2027 emissions standards. Maximum top speed is 55 miles per hour; the apparatus must achieve 20 miles per hour on a 10% grade from a dead stop. Warranty minimums include 24-month bumper-to-bumper coverage, 10-year paint and plumbing warranties, 20-year subframe and aerial warranties, and 5-year engine warranties, with warranty repairs completed within 30 calendar days or warranty extended by 30 days per occurrence.

Proposals must address single-unit and multiple-unit pricing with discount structures, pre-payment options (including 100% prepayment), and financing proposals for 5-year and 7-year terms. Multi-year contract proposals must cover a minimum three-year purchase period. All pricing must be firm with no escalation clauses. A bid bond of 5% of total bid amount is required, along with performance and payment bonds equal to the full contract amount upon award. Delivery timelines and late penalty clauses are critical evaluation factors. Proposals must remain valid for 120 calendar days from bid opening.
