This Request for Proposal (RFP #2026-RFP ELA-100) is issued by the City of Pittsburgh Equipment Leasing Authority (ELA) seeking proposals for a four-door custom, minimum 100-foot heavy duty aerial ladder apparatus for the Pittsburgh Bureau of Fire. The apparatus will be utilized by Truck Company crews and must be designed to withstand severe service conditions and Pittsburgh's challenging topography and corrosive road treatments. A mandatory pre-proposal meeting is scheduled for June 3, 2026, at 9:00 AM at Pittsburgh Bureau of Fire Headquarters (2945 Railroad Street, Second Floor, Pittsburgh, PA 15220), with an example bureau aerial apparatus on-site for review. The deadline for submission of written questions is June 16, 2026, at 5:00 PM, and proposals must be submitted electronically by July 7, 2026, at 5:00 PM through the City's e-Procurement Portal. Proposal review and supplier scoring will occur in July 2026, with contract award anticipated in July 2026. The RFP requires proposals to remain valid for 120 calendar days from the bid opening date. Proposals must address single-unit purchases, multiple-unit purchase discount structures, pre-payment options, financing provisions (5-year and 7-year terms), and multiple-year contract structures (minimum three years). Delivery is a critical evaluation factor, and the contractor must provide detailed delivery timelines for chassis completion, aerial ladder completion, apparatus body completion, and final assembly completion, with late penalty clauses negotiated as part of final proposal acceptance.

All pricing must be firm with no escalation clauses permitted during the contract term. The ELA is exempt from federal excise taxes, transportation taxes, and state sales taxes, so respondents should not include such taxes in their bids. A bid bond of five percent (5%) of the total bid amount is required, along with performance bonds and payment bonds equal to the full contract amount upon award. The contractor must demonstrate 30 years of continuous business operation in fire apparatus construction, maintain facilities within a two-hour driving distance of downtown Pittsburgh for authorized service and warranty repairs, and comply with all applicable NFPA, OSHA, DOT, and Pennsylvania regulations. Manufacturing must occur in the United States with 100 percent U.S.-based ownership and management. The apparatus must comply with NFPA 1900 standards and undergo Underwriters Laboratories certification testing. Contractors must provide comprehensive documentation including detailed specifications aligned with the purchaser's specifications, blueprint drawings showing specific dimensions and compartment details, as-built electrical schematics, and engineered plumbing and pump panel drawings. The contract requires provisions for a preconstruction conference, chassis inspection, aerial inspection, and final factory inspection, with the manufacturer responsible for travel expenses and attendance of specified Pittsburgh Bureau of Fire Apparatus Working Group members. Warranty minimums include 24-month bumper-to-bumper coverage, 10-year paint and plumbing warranties, 20-year subframe and aerial warranties, and 5-year engine warranties; warranty repairs must be completed within 30 calendar days or the warranty is extended by 30 days per occurrence.
