About this opportunity
The California Department of Parks and Recreation is requesting sealed bids for landscape improvements at the Pioneer Monument site within Donner Memorial State Park in Nevada County, California, with bids due June 17, 2026 at 2:00 p.m. PST — a date that has already passed. A mandatory 6% Disabled Veteran Business Enterprise (DVBE) participation requirement applies; bids that fail to meet this threshold are non-responsive.
The scope encompasses expansion of the existing walkway, installation of an ADA-accessible loop trail, creation of gathering areas, installation of plant materials, and modification of existing irrigation systems surrounding the Pioneer Monument. Work must be completed within sixty calendar days from the written notice to commence, with a ten-calendar-day allowance for mobilization.
A Bidder's Bond is required because the contract value exceeds $250,000. A DVBE Incentive Program provides evaluation credits to bidders exceeding the 6% participation threshold, with combined incentives capped at $100,000. Bids must be submitted as a lump-sum total including all applicable taxes and expenses via email to Sierra.Contracts@parks.ca.gov.
Bidders must submit the Public Works Bid Form (DPR 482B), DVBE declarations, non-collusion affidavits, commercially useful function certifications, AI disclosure forms, and certifications addressing nondiscrimination compliance, fair chance employment practices, and the Darfur Contracting Act. All subcontractors performing work exceeding one-half of one percent of the general contractor's total bid must be listed with license numbers and scope of work. No site visit or bidders' conference is specified in the notice.
