About this opportunity
The California Department of Parks and Recreation is soliciting bids for campground and day-use improvements at Caswell Memorial State Park in San Joaquin County under Bid C26863031, with bids now due December 9, 2026 at 2:00 p.m. under Addendum 1. The procurement carries a minimum 6% Disabled Veteran Business Enterprise (DVBE) participation goal, and the solicitation states that failure to fulfill the DVBE requirement will render a bid non-responsive. A 5% Small Business Preference applies to properly certified small businesses that submit a completed STD 811 with the bid.
The work covers site work, infrastructure, electrical systems, landscaping, and facility enhancements detailed in 56 drawing sheets and multiple specification sections. Bidders must hold a valid California contractor's license (Classification A and/or B), post a bidder's bond of at least 10 percent of the bid amount, and furnish payment and performance bonds. Contractors and subcontractors must be registered with the Department of Industrial Relations under SB 854, and the work is subject to prevailing wage requirements. A mandatory job showing is set for November 9, 2026 at 1:00 p.m. at the Group Camp Parking Lot in Ripon, California, and attendance is required for all prospective bidders.
The engineer's estimate is $4.2 million to $5.8 million, financed solely by State funds. The contract term is 730 calendar days from Notice to Proceed, with a 365-calendar-day work performance period and ten calendar days for the contractor to begin work. A DVBE incentive is available for participation exceeding 6%, calculated as a percentage of the lowest responsive and responsible bid and capped at $100,000.
Addendum 1, posted October 30, 2026, moved the bid opening from November 24, 2026 to December 9, 2026 and extended the question deadline to December 2, 2026 at 2:00 p.m., with answers issued by a forthcoming addendum. The addendum also replaced the bid forms packet with an updated 22-page version. Bids are submitted by email to DPR.PWBids@parks.ca.gov or through Cal eProcure, and remain valid for 120 calendar days after opening.
