About this opportunity

The City of Milton, Florida is requesting sealed bids for pine straw supply, delivery, and installation services under ITB-2026-04, with bids due May 27, 2026 at 2:00 p.m. CST. This is an as-needed contract with no minimum quantity commitment or guaranteed volume.

Work encompasses City-owned and City-maintained property, public rights-of-way, highway corridors, medians, and easements, including specific locations along Highway 90 and Dogwood Drive in Milton. All work is authorized through individual Work Authorizations issued at the City's sole discretion. Pine straw must be reasonably dry, free from excessive weeds, invasive seeds, trash, soil, rocks, or foreign debris, and delivered in intact, properly bound rolls. Installation requires minimum settled coverage depths of three inches for general ground cover and two inches for slope and erosion control applications. The contractor is responsible for site cleanup, removal of all packaging and debris, and correction of deficiencies arising from failure to notify the City of site conditions.

Award will be made to the lowest responsive and responsible bidder based on Line Item 3 (Furnished, Delivered, and Installed) unit pricing per roll. The contractor must submit all-inclusive unit prices covering furnishing, delivery, installation, labor, supervision, equipment, mobilization, demobilization, and site cleanup with no additional charges for fuel surcharges, hand work, or cleanup permitted.

The initial contract term is one year with City options to renew for up to three additional one-year terms (maximum four years total) and up to two extensions not exceeding 24 months combined. At renewal, unit prices may adjust by mutual written agreement with increases capped at five percent above the preceding term unless City-approved otherwise. Funding is contingent on annual appropriation by the City's governing body.

Minimum qualifications include legal authorization to conduct business in Florida, required licenses and permits, three professional references from comparable work within the past five years, and statutory eligibility compliance. Before contract execution, the successful bidder must obtain commercial general liability coverage with limits of $1 million per occurrence, automobile liability coverage of $1 million combined single limit, and workers' compensation in compliance with Florida law. Questions are due May 13, 2026, with responses posted by May 18. No pre-bid conference is scheduled.
