About this file

This is a Scope of Work exhibit for the City of Milton, Florida's pine straw supply, delivery, and installation services contract (PW-PS-2026-01), issued under ITB-2026-04. The City solicits sealed bids from qualified contractors to furnish pine straw materials and related services on an as-needed basis at City-designated locations including medians and rights-of-way along Highway 90 and Dogwood Drive in Milton, Florida, as well as other City-owned and City-maintained properties. Work is authorized under three line items: Line Item 1 covers pine straw supply only; Line Item 2 includes supply and delivery; and Line Item 3 encompasses supply, delivery, and installation. The contract does not commit the City to any minimum quantity, volume, or frequency of work, and all work must be authorized through individual Work Authorizations issued at the City's sole discretion. No specific response dates, due dates, site visit requirements, bidders' meetings, award dates, or contract term information is provided in this exhibit.

Material specifications require pine straw to be reasonably dry, free from excessive weeds, invasive seeds, trash, soil, rocks, or foreign debris, and delivered in intact, properly bound rolls of consistent size and condition with no evidence of repackaging or decomposition. For installation work, minimum settled coverage depths are three inches for general ground cover applications and two inches for slope and erosion control applications. The Contractor must coordinate delivery timing with the City's designated representative, provide delivery records identifying date, location, pine straw type, quantity in rolls, and Work Authorization number, and submit these records with each Application for Payment. Installation must be even throughout authorized areas with no bare spots or uneven coverage, and all materials must be kept off pavement, sidewalks, curbs, gutters, and storm drains. The Contractor is responsible for site cleanup, removal of all packaging and debris, and correcting deficiencies resulting from failure to notify the City of site conditions that would impair installation quality. Materials not meeting quality standards must be rejected and replaced within twenty-four hours at no additional cost to the City.
