About this opportunity

The Texas Department of Public Safety is requesting bids for grounds maintenance services at its Pierce Office location in El Campo, Texas, under IFB 405-26R0026421, with bids due September 11, 2026 at 5:00 p.m. Central Time, and a pre-bid site visit scheduled for August 27, 2026 at 11:00 a.m.

The scope encompasses lawn mowing (not to exceed 26 cuts per year), weed killer applications (maximum 6 per year), fertilization and winterizer applications (2 fertilizer and 1 winterizer annually), and pre-emergent and post-emergent applications (2 pre-emergent and 1 post-emergent per year) at 19692 US Highway 59, El Campo, Texas 77437. The contract runs five years from August 31, 2027 through August 31, 2031, with DPS retaining the right to extend for up to six additional months for re-advertising or transition purposes. Pricing is submitted on a mandatory pricing schedule with all costs, fees, licenses, and expenses included; no minimum compensation is guaranteed, and payment is contingent on prior written approval by the Contract Monitor before invoice authorization.

Bidders must demonstrate financial stability through audited financial statements for the previous two years, Dun & Bradstreet reports, or compiled financial statements from independent CPAs, and must provide updated financial information within 120 days after fiscal year-end. Contractors must submit evidence of appropriate industry insurance coverage and undergo fingerprint-based criminal history background investigations at their own expense. Evaluation follows the best-value standard under Texas Government Code with weight given to past performance tracked through the Vendor Performance Tracking System; bidders with unsatisfactory ratings, corrective action plans, or recent purchase order cancellations for non-performance may be disqualified. Written questions are due September 2, 2026, with responses anticipated by September 4. The anticipated award date is September 18, 2026. Bids may be submitted via email to DPS_Solicit_Response@dps.texas.gov or through the optional DPS Online Bid Room.
