About this file
This is a vendor information and submission guidance document for the Texas Department of Public Safety (DPS) Online Bid Room, which provides instructions for vendors interested in submitting responses to the Pierce Grounds Maintenance Services solicitation in Texas. The document outlines the two-step registration and access process for the optional DPS Online Bid Room platform, emphasizing that vendors must register at https://texasdps.appianportalsgov.com/vendor-management and allow up to two business days to receive login credentials via email before submitting their bids. The guidance stresses that solicitation responses must be submitted in the form and manner specified in the solicitation package by the stated response due date and time, with late submissions not accepted, and that failure to adhere to submission requirements may result in disqualification.
The document clarifies that use of the DPS Online Bid Room is optional and subject to all terms, conditions, and requirements of the solicitation package, which vendors must read and review carefully in their entirety. Vendors should direct questions to the point of contact identified in the solicitation package, and submission confirmation through the Online Bid Room constitutes sufficient receipt confirmation. The document notes that technical difficulties with the optional Online Bid Room system do not provide a valid basis for protesting a contract award, and vendors are directed to available resources including an online tutorial, vendor user guide, frequently asked questions, and dedicated vendor support contact information.
