About this file
This is Addendum No. 1 to a solicitation issued by the Texas Department of Public Safety Procurement and Contract Services for grounds maintenance services at its Pierce Office location in El Campo, Texas. The addendum, effective September 3, 2026, provides clarifications to the original Invitation for Bid (IFB) 405-26R0026421 through a question-and-answer format addressing bidder inquiries. The scope of work encompasses lawn mowing (not to exceed 26 cuts annually), weed killer applications (maximum 6 per year), fertilizer and winterizer applications (2 fertilizer and 1 winterizer per year), and pre-emergent and post-emergent applications (2 pre-emergent and 1 post-emergent per year) at the approximately 2.5-acre Pierce Office property. Written questions were due September 2, 2026, with responses provided through this addendum. Bids remain due September 11, 2026 at 5:00 p.m. Central Time, with an anticipated award date of September 18, 2026. The contract term runs five years from August 31, 2027 through August 31, 2031, with DPS retaining the right to extend for up to six additional months for re-advertising or transition purposes. Attendance at the pre-bid site visit held on August 27, 2026 is encouraged but not mandatory for bid responsiveness.
The addendum clarifies that stated annual quantities are firm commitments rather than estimates, and bidders must acknowledge receipt of the addendum prior to the bid submission deadline through one of three methods: completing and returning three copies of the addendum, acknowledging receipt on each bid copy, or submitting separate written correspondence referencing the solicitation and addendum numbers. Regarding financial stability requirements, bidders may satisfy requirements using a detailed viability statement and supporting documentation rather than exclusively audited or CPA-prepared financial statements. The addendum addresses insurance, pesticide licensing, and subcontracting matters: Texas pesticide/herbicide applicator licenses requirements fall under Texas Department of Agriculture rules; specific insurance types and limits are referenced in section C.5 of the solicitation document; subcontracting chemical applications to properly licensed local applicators is permitted; and fingerprint-based background investigations are required at the contractor's expense, with no cost for in-person fingerprinting but a $39.95 charge for submitted fingerprint cards when no site is available. Incumbent contractor pricing and recent bid tabulation information are available through Public Information Requests submitted to the Department of Public Safety.
