About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Parks, issued Request for Bid (RFB) 758 2300000795 for the procurement of picnic tables for Nolin Lake State Park in Bee Springs, Kentucky. The solicitation, released June 5, 2023, seeks 40 picnic tables total: three 8-foot ADA-compliant tables and 37 six-foot standard tables, with specifications including expanded metal surfaces, welded steel frames with pre-galvanized structural steel tubing, electrostatic powder coating, and stainless steel hardware. The 8-foot tables measure 96 inches long by 30.25 inches high, while the 6-foot tables measure 72 inches long by 30.25 inches high and include a lifetime warranty on frame components. All tables must be delivered unassembled to the specified location, with the vendor responsible for unloading at the dock; park personnel will assemble the tables and move them to final locations. The preferred manufacturer is Champion Expanded Metal (model 950-501 for 8-foot tables and model 924-301 for 6-foot tables), though approved equal alternatives are permitted if accompanied by descriptive literature. Pricing must be submitted F.O.B. Destination Freight Prepaid and Allowed, with all delivery and transportation costs included in unit pricing and subject to a 1% daily deduction for late delivery. Evaluation will apply a best value approach allocating 90 points to price (lowest bidder receives maximum points) and 10 points to delivery time in working days. Vendors' written questions were due June 12, 2023 at 10:00 AM ET, with the original bid closing date of June 19, 2023 extended to June 21, 2023 at 1:30 PM ET per Addendum No. 1. Electronic submission through the Commonwealth's eProcurement system is required, with prior vendor registration in the Vendor Self Service System mandatory. All proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date.
Kentucky resident bidders receive reciprocal preference, while qualified bidders including Kentucky Correctional Industries receive preference of 20% and Kentucky Industries for the Blind receive preference of 15% of maximum available points. Bidders claiming resident bidder status must provide affidavits attesting to authorization to transact business in Kentucky and maintenance of Kentucky corporate income tax filings, unemployment insurance fund payments, and workers' compensation coverage for the year prior to bid advertisement. All bidders must submit notarized affidavits certifying compliance with Kentucky campaign finance laws and attesting that contract award will not violate any campaign finance provisions. The successful contractor must maintain general liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, Kentucky workers' compensation insurance, and auto/truck liability insurance of $1,000,000 combined single limit. Multiple deliveries are permitted, though payment will be issued only upon receipt, assembly, and acceptance of all items. The Commonwealth reserves the right to cancel the contract with 30 days' written notice and may cancel the RFB if all responses exceed available funding; however, no estimated contract value or budget range is specified in the solicitation. The contact for additional information is Keith Srutowski at 502-564-7007.
