About this opportunity

The Colonial School District in Delaware is seeking qualified vendors to provide physical therapy services through this Request for Proposal. The District requires full-time equivalent physical therapists working 35 hours per week during the regular school year to deliver services at schools to be determined, with positions potentially shared among multiple vendors. Deliverables include evaluations, screenings, treatment planning, individual and group therapy sessions, consultation services, report preparation, record keeping, attendance at meetings, and travel to service locations. Physical therapists must hold a current Delaware professional license, possess a master's degree, complete all required field work, and provide evidence of criminal background clearance prior to employment. The evaluation criteria are weighted as follows: cost (30 percent), ability to service a broad range of student circumstances (35 percent), and qualifications and experience (35 percent). Proposals must be submitted electronically to bids@dataservice.org by April 29, 2026, at 2:00 PM, with the public opening scheduled for the same date and time. The contract period runs from August 3, 2026, through August 3, 2027, with options to renew for subsequent full years under the same terms and conditions subject to District review and acceptance. Bidders must guarantee the ability to supply qualified therapists by August 4, 2026, and if interviews are required, they will be scheduled within ten days of bid opening.

The RFP does not indicate set-aside designations or restrictions limiting organizational types from responding. All contractors must secure general liability and professional liability insurance with a minimum coverage of $1,000,000 and provide a Certificate of Insurance before beginning duties. Vendors must submit an hourly rate for all services with all administrative costs incorporated, along with a budget detailing the cost of services and the optimal number of students they can serve. Three business references must be included with proposals. The District waives bid deposits and performance bonds, and reserves the right to award the contract to multiple vendors to ensure adequate coverage. The District may terminate the contract at any time with 30 days' written notice and no early termination charges apply. No specific budget range or award value is listed in the procurement documents.
