About this opportunity
The City of Philadelphia is soliciting quotes for Photographic & Audio Repairs services to support multiple city departments, including the Philadelphia Police Department, Philadelphia Prison System, Records Department, and Water Department. The scope of work encompasses on-site repairs, adjustments, overhauls, refurbishment, and rebuilds of photographic equipment and closed-circuit television (CCTV) studio and portable television equipment, with contractor personnel required to arrive at city sites within four hours of notification with all necessary tools and materials. Pricing consists of hourly labor rates across three time categories: Monday-Friday 8:00 AM-5:00 PM; Monday-Friday 5:00 PM-8:00 AM and Saturdays; and Sundays and holidays, with an estimated annual expenditure of 2,286 hours for CCTV equipment labor and minimal hours for photographic equipment labor. Parts supplied with repair services are reimbursed at the contractor's actual acquisition cost plus five percent markup, with estimated parts expenditures of $500 for photographic equipment and $35,000 for CCTV equipment, plus an additional $475,000 line item for CCTV parts-only services with a contractor-quoted percentage markup. Qualified personnel must be either licensed electricians or hold a high school diploma/GED with at least one year of industry-recognized apprenticeship in photographic and studio CCTV equipment repair, and all work includes a ninety-day warranty against defects in materials and workmanship. All quotes must be submitted electronically through PHLContracts no later than 10:30 a.m. on April 1, 2026, with the virtual bid opening conducted via Zoom; no quotes will be accepted after the opening deadline. The contract term extends for twelve months from the date of award, with options for the City to renew for up to four additional one-year periods at its sole discretion, plus potential three-month extensions at the start of each renewal period.
A ten percent local business entity (LBE) preference applies to quotes of one million dollars or less, with sellers required to submit current LBE certification and demonstrate that they or their LBE-certified subcontractors will perform a minimum of 51 percent of the overall contract work within Philadelphia's geographic limits and maintain a majority of inventory or equipment within the city. All vendors must enroll in the City's Annual Bid Security Program by paying a non-refundable $100 enrollment fee and a $25 non-refundable bid processing fee per quote submission, with performance security of $25 also required; prevailing wage requirements apply under Chapter 17-1300 with hourly rates specified for Telecommunication Senior Tech and Telecommunication Tech A classifications. Vendors must submit multiple required documents through PHLContracts, including a completed Annual Bid Security Application, executed Consent and Authorization form, Seller Customer References Form with three non-city references and any previous City purchase orders or contracts, Seller Contact Form designating pre-award and post-award contacts, and LBE Determination Form if claiming local preference eligibility. The City reserves the right to award to the lowest responsive and responsible bidder; contractors must maintain comprehensive insurance coverage including workers' compensation with statutory limits, general liability of $1,000,000 per occurrence, and automobile liability of $1,000,000 per occurrence, with the City named as additional insured. The estimated annual contract value is approximately $512,500 based on labor and parts estimates, though the actual award amount will depend on the contractor's quoted hourly rates and parts markup percentage.
