About this opportunity
The City of Phoenix is requesting qualifications for Construction Manager at Risk services for the Phoenix Sky Harbor Operations and Police Facility, with statements of qualifications due by 12:00 p.m. Phoenix time on September 25, 2026, via the City's Procurement Portal. Only firms with physical business locations within Maricopa County are eligible to meet the Small Business Enterprise subcontracting goal, which will be established prior to construction.
The scope encompasses pre-construction agency support and full construction services for a 40,000 square-foot shared office facility consolidating the Airport Operations Division and Phoenix Police Airport Bureau at 3400 E. Sky Harbor Boulevard. The CMAR will operate under a Guaranteed Maximum Price contract with an estimated construction cost of $40 million and a desired completion date of July 1, 2029. The GMP must be submitted in MAG or CSI format. The CMAR must maintain all project records in electronic format using UNIFIER, the City's web-based project management database. Responding firms must hold appropriate Arizona contractor licenses, provide current Experience Modification Rate ratings, and submit a bonding capacity statement from a Surety Company with an A- or better rating for the prior four quarters.
The SOQ evaluation is weighted across five categories: General Information (50 points), Firm Experience and Qualifications (100 points), Key Personnel Experience (125 points), Understanding of Project and Approach (125 points), and Reference Checks (21 points), totaling 400 points. Interviews will add an additional 600 points. Reference checks require submissions from three previous clients directly overseeing projects for which the firm provided similar services, due by 12:00 p.m. on September 25 to soq.referencechecks@phoenix.gov. A pre-submittal meeting is scheduled for 10:00 a.m. on September 15, 2026, at the Aviation DCS Building, with virtual Teams participation available. Interview selection notification is expected October 13, 2026, with interviews on October 27. Final selection notification is expected in early November 2026. SOQs are limited to 20 pages (excluding covers, information sheets, table of contents, and divider pages) in PDF format with 10-point minimum font size.
