About this opportunity
The County of Orange Health Care Agency is seeking competitive bids for Pharmaceutical Services through an electronic solicitation (IFB-042-2900205-AA) covering pharmacy services for multiple HCA programs, including Pulmonary Disease, 17th Street Testing, Treatment and Care, and Epidemiology and Assessment. The procurement requires a pharmacy services contractor capable of delivering pharmaceuticals and medical supplies within the same day of prescription, with the contractor mandated to be located in Orange County and operate during regular county business hours. Pricing will be determined using the lesser of manufacturer's Average Wholesale Price (AWP) or a standard 20% markup of Wholesale Acquisition Cost (WAC) or Direct Price. The solicitation was posted on November 3, 2025, with electronic bids and bid security due by December 1, 2025, at 4:00 pm, and a planned contract start date of March 1, 2026. Bid evaluation will include comprehensive documentation requirements, business certifications, references, safety data sheets, and compliance forms. Potential bidders must submit all questions or requests for interpretations by Monday, November 17, 2025, before 12:00 am, with bids remaining valid for 365 days after the closing date.
The procurement includes Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) preference programs, offering a 5% evaluation deduction for certified businesses and potentially an 8% preference for businesses certified in both categories. The contract will be a firm fixed fee arrangement with the potential for renewal by mutual written agreement for up to four additional years, subject to approval by the County of Orange Board of Supervisors. No price increases will be considered during the first year, and subsequent price adjustments require documented proof of cost increases with a minimum of 30 days' advance written notice. The contractor must guarantee that quoted prices are equal to or less than prices offered to other government entities. Two supporting bond documents are required: a Labor and Material Payment Bond and a Performance Bond, which provide financial protections and ensure contractor compliance. While specific contract value details are not explicitly stated, the procurement includes provisions for Electronic Funds Transfer (EFT) payments and requires comprehensive documentation of pricing and service capabilities.
