About this opportunity
The State of Illinois, acting through Central Management Services, is soliciting bids for Integrated Pest Management (IPM) services at Z0101, 2200 S. Dirksen Parkway, Springfield, IL 62703 (BidBuy 27-416CMS-BOPM4-B-54001), with bids due September 30, 2026 at 10:00 a.m. Attendance at a mandatory pre-bid walk through on September 22, 2026 at 10:00 a.m. is required for all prospective bidders; vendors who attended a related walk through on August 20, 2026 for procurement 27-416CMS-BOPM4-B-53584 and signed in are exempted. Bidders must present formal identification and may represent only one company.
The vendor must develop and implement a comprehensive IPM program emphasizing non-pesticide methods including structural modifications, trapping, and monitoring, with pesticide applications only when necessary and approved by CMS. The scope includes suppression of indoor rodents, insects, arachnids, and other arthropods, as well as outdoor populations of potentially indoor-infesting species within property boundaries. Excluded pests are birds, bats, snakes, termites, mosquitoes, and outdoor vegetation-feeding pests, though emergency services may address individual excluded-pest instances. The vendor must complete an initial building inspection within ten working days of contract execution, submit a detailed Pest Control Plan within five business days thereafter, and conduct monthly service visits on a schedule approved by the CMS Facility Manager. Special and emergency services must be provided within three hours for immediate threats and forty-eight hours for non-immediate requests, billed time-and-materials.
All vendor personnel must maintain current municipal, county, state, and federal licenses and certifications required for pesticide application. The vendor must carry General Commercial Liability insurance of $1 million per occurrence and $2 million annual aggregate, Auto Liability of $1 million per occurrence, and Workers' Compensation as required by law, naming the State as additionally insured.
The initial contract term is five years with a maximum total term not exceeding ten years including renewals or extensions. Pricing is estimated and specified in the associated BidBuy Purchase Order. Prevailing wage requirements apply if services exceed $200 per month or $2,000 per year. Subcontractors with annual values exceeding $50,000 require Illinois Standard Certifications; those exceeding $100,000 require written approval. All vendors must complete the Illinois TIN form and comply with Standard Illinois Certifications Version 26.2. Contact: Frank Schultz, 217-494-6534.
