About this opportunity

The State of Illinois, Central Management Services, is soliciting bids on pest control services at Z0101, 2200 S. Dirksen Parkway, Springfield, with bids due August 27, 2026 at 1:00 p.m. This procurement is restricted to the Small Business Set Aside Program — only certified small businesses are eligible. Attendance at a mandatory pre-bid walk through on August 20, 2026 at 2:00 p.m. is required; bidders who do not attend will have their bids deemed non-responsive. Contact Frank Schultz at 217-494-6534 for additional information.

The scope covers Integrated Pest Management (IPM) services targeting indoor and outdoor pest populations including rodents, insects, arachnids, and arthropods, with emphasis on non-pesticide control methods such as portable vacuums, trapping devices, and sticky traps. Pesticide applications are restricted to crack-and-crevice treatments unless the CMS Facility Manager approves otherwise. Service focus areas include exterior entrances, breakrooms, stairwells, and restrooms. Certain sensitive areas — ISP, Communication Center, STIC, and war room — require escorts for access. The vendor must hold current commercial pesticide applicator certifications, complete an initial building inspection within ten working days of contract execution, and submit a comprehensive Pest Control Plan within five business days thereafter for CMS approval.

The initial contract term is five years with a maximum total term not to exceed ten years including renewal options or extensions. Pricing will be specified in the BidBuy Purchase Order Items Tab; Line Item 7 for emergency and special-request materials is excluded from bid evaluation and bidders must enter $2,500 as the unit cost. No subcontracting is permitted. The vendor must maintain general commercial liability insurance of $1 million per occurrence with $2 million annual aggregate, auto liability insurance of $1 million per occurrence, and workers' compensation insurance as required by law, with the State named as an additional insured.

All bidders must comply with Standard Illinois Certifications covering 34 requirements including educational loan defaults, criminal history, drug-free workplace standards, non-discrimination, and political contribution restrictions. Contracts exceeding one year require annual certification by January 1st of each subsequent fiscal year.
