About this opportunity

The City of Leesburg, Florida is requesting bids on comprehensive pest control services for 31 City-owned facilities under IFB 26-021-HG, with bids due September 17, 2026 at 11:00 AM through the City's OpenGov eProcurement platform. A Local Vendor Preference applies: up to 5% for Tier I vendors located within Leesburg or receiving City utility services, and 2% for Tier II vendors within a 20-mile radius of Leesburg City Hall.

The scope covers pest control, eradication, and preventative services for rodents, cockroaches, ants, moths, silverfish, crawling and flying insects, arachnids, reptiles, bedbugs, and termites. Services must be performed at least monthly during normal business hours (8:00 AM to 4:30 PM, Monday through Friday), with after-hours and weekend work at no additional charge. Treatment must extend at least six feet from exterior walls and concentrate on critical areas including locker rooms, kitchens, loading docks, and storage areas. The Contractor must provide monthly treatment schedules, written notification of space applications seventy-two hours in advance, and treatment reports for each location. Call-back and follow-up services are included at no additional charge, though continuous callbacks may result in contract cancellation.

The contract term is three years with options to renew for two additional one-year terms. Either party may cancel with forty-five days' written notice, although the Contractor cannot cancel during the first ninety days. All prices must be firm throughout the initial contract period and employ fixed unit pricing methodology.

The Contractor must hold a Florida Department of Agriculture and Consumer Services pesticide applicator license, maintain all required federal and state certifications, be state-certified as a pesticide applicator, and have been in business for a minimum of five years with three references from similar work within the past three years. Commercial general liability and business automobile liability insurance of $1,000,000 each are required, with the City named as additional insured. A bid guarantee of 5% of the base bid amount is due. The Contractor must be registered with E-Verify and maintain operations within a 20-mile radius of Leesburg City Hall; relocation outside this radius triggers immediate contract termination.

The tentative intent to award recommendation date is September 25, 2026, with award decision at the next regularly scheduled City Commission meeting.
