About this file

This is Addendum No. 1 to Invitation for Bid 26-021-HG issued by the City of Leesburg, Florida for comprehensive pest control services across 31 City-owned facilities. The addendum, dated September 9, 2026, clarifies licensing and certification requirements, reference documentation, and bidder qualifications in response to six requests for information submitted by interested parties. Bids are due September 17, 2026 at 11:00 AM through the City's OpenGov eProcurement platform. The contract term is three years with options to renew for two additional one-year terms. Either party may cancel with forty-five days' written notice, although the Contractor cannot cancel during the first ninety days. Services must be performed at least monthly during normal business hours (8:00 AM to 4:30 PM, Monday through Friday), with after-hours and weekend work at no additional charge.

Key clarifications in this addendum address prime contractor qualifications: the prime contractor must hold at least one FDACS pest control certification (such as General Household Pest, Lawn and Ornamental, Wood Destroying Organisms, or Termite) and must have five years of pest control business experience, regardless of subcontractor involvement. References must document both prime and subcontractor pest control experience. The addendum confirms that a bid bond is not required, despite language in the original IFB referencing a 5% bid guarantee. No budget amount is pre-set by the City. This is a competitive IFB with no set-asides for service-disabled veteran-owned or veteran-owned small businesses; however, a Local Vendor Preference applies offering up to 5% preference for Tier I vendors located within Leesburg and 2% for Tier II vendors within a 20-mile radius of City Hall. The tentative award recommendation date is September 25, 2026, with final award at the next regularly scheduled City Commission meeting.

Text version

DATE: September 9, 2026 TO: All Interested Bidders and Other Interested Parties FROM: Hosea Goodwyn, Procurement Manager

The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the IFB Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form.

If the bidder has already submitted the Proposal Bid Form to the City’s Procurement Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.

Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.

Q1. Please clarify Section 5.3.1, License and/or Certifications, in conjunction with Section 5.3.2, Sub-Contractors. If a bidder intends to subcontract a portion of the services requiring an FDACS pest-control license and applicable pest-control/pesticide certifications, must the prime bidder itself hold those licenses and certifications at the time of bid submission, or may the licensing and certification requirements for that portion of the work be satisfied by the properly licensed and certified subcontractor identified on the required Sub- Contractors List?

A1. The prime contractor should hold at least 1 FDACS certification as a CPO such as GHP, L&O, Wood Destroying Organisms, or Termite. We want the contractor to have an understanding of the Florida State Statutes concerning the pest control business and how to operate a licensed pest control business in the State of Florida.

Q2. Section 5.3.1 states "the vendor submitting a bid must hold the appropriate license for the work being performed." If all pest control work will be performed by a disclosed, fully FDACS-licensed and state/federal-certified subcontractor, does that satisfy this requirement, or must the prime bidding entity itself hold the license?

A2. The prime contractor must be certified in at least 1 FDACS category.

Q3. Section 5.3.5 requires three references of similar scope. May these reflect the disclosed subcontractor's direct pest control experience, given they will perform the work, or must they reflect the prime bidder's own experience?

A3. The references must include both the prime and subcontractor pest control experience for providing service.

Addendum No. 1

Q4. Section 5.3.4 requires five years in business, verified via SunBiz. Does this apply strictly to the prime bidding entity, or can a subcontractor's longer operating history support the qualification when the prime is newer?

A4. The prime contractor should have 5 years of pest control business experience in any FDACS pest control category.

Q5. Please confirm whether the 5% bid bond is calculated against the annualized (12-month) total or the single monthly total shown on the Proposal Bid Form.

A5. Bid bond is not required.

Q6. Has the City of Leesburg established an anticipated budget or a non to exceed amount?

A6. No budget amount is pre-set.

Q7. Is this RFP set aside for SDVOSB or VOSB?

A7. This is an Invitation for Bid (IFB). No set asides.
