About this file

This is Addendum No. 2 to an Invitation for Bids (IFB 26-021-HG) issued by the City of Leesburg, Florida's Procurement Division, dated September 16, 2026. The addendum addresses a Request for Information submitted by interested bidders and clarifies that termite inspections and treatments must be priced separately as ancillary services, provided only when needed. The addendum requires all bidders to acknowledge receipt by signing and returning the acknowledgment form included in the document. Bidders who have already submitted their proposals electronically must revise their submissions to include this addendum, though the City will construe all bids received as acknowledgment of the addendum regardless of formal signature.

The addendum applies to the broader pest control services contract for 31 City-owned facilities, with bids originally due September 17, 2026 at 11:00 AM. The three-year contract includes options for two additional one-year renewal terms and requires contractors to hold a Florida Department of Agriculture and Consumer Services pesticide applicator license, maintain $1,000,000 in commercial general liability and business automobile liability insurance with the City named as additional insured, and submit a bid guarantee of 5% of the base bid amount. A Local Vendor Preference applies to qualifying vendors, and all prices must be firm throughout the initial contract period using fixed unit pricing methodology. The tentative intent to award recommendation date is September 25, 2026, with final award decision to occur at the next regularly scheduled City Commission meeting.

Text version

DATE: September 16, 2026 TO: All Interested Bidders and Other Interested Parties FROM: Hosea Goodwyn, Procurement Manager

The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the IFB Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form.

If the bidder has already submitted the Proposal Bid Form to the City’s Procurement Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.

Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.
