About this opportunity
The Texas Health and Human Services Commission (HHSC) is requesting bids on pest control services at Terrell State Hospital under IFB HHS0017988, with proposals due September 21, 2026 at 10:30 a.m.
The scope covers weekly treatments for cockroaches, rodents, ants, and other common pests across the 415,500 square-foot facility and its surrounding 160 acres; quarterly services for large flies and mosquitoes; and optional services including bird management, bed bug inspections and treatments, and annual termite inspections and treatment programs. Contractors must provide 24/7 emergency response with callback within one hour and on-site response within 24 hours or as mutually agreed. Bidders must have a minimum of five years of relevant pest control experience, with personnel holding at least one year of relevant experience and being at least 18 years old. Three verifiable references for similar services within the past three years are required.
Historical spend for similar services is approximately $45,000 annually, though HHSC provides no guarantee of volume, usage, or compensation. Pricing must be firm and fixed using Exhibit C; price adjustments are permitted only at HHSC's sole discretion and must correlate with the Consumer Price Index. The initial contract term runs September 1, 2026 through August 31, 2027, with a one-year extension option available at HHSC's sole discretion.
Contractors must maintain comprehensive insurance including workers' compensation ($1,000,000 per occurrence), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), commercial automobile liability ($1,000,000 combined single limit), professional liability ($1,000,000), and umbrella liability ($1,000,000). Both HHSC and the Department of State Health Services (DSHS) are entitled to use any resulting contract. Award is contingent upon approval by the HHSC Executive Commissioner and consideration of best value factors including contractor qualifications, ability to meet performance requirements, and price. An optional site visit is scheduled for September 9, 2026 at 10:00 a.m. Questions are due September 14, 2026 at 1:00 p.m., with responses posted as an addendum September 17, 2026.
