About this opportunity
Volusia County, Florida is soliciting pest control services through Invitation to Bid 26-B-81KO, with responses due by May 7, 2026, at 3:00 p.m., submitted electronically through the County's eProcurement portal. The procurement encompasses comprehensive integrated pest management services across more than 170 County facilities, including administrative buildings, courthouses, libraries, fire stations, sheriff facilities, water treatment plants, parks, transit facilities, the Daytona Beach International Airport, and fleet vehicles (ambulances, staff vehicles, and transit buses). Services include general insect and rodent control, ant treatment, termite inspection and eradication, bird management, small mammal and urban wildlife control, bed bug treatments using chemical, steam, and heat methods, and snake deterrent application. The contractor must provide services Monday through Friday between 8:00 a.m. and 5:00 p.m., with minimum monthly frequency of twelve treatments annually using Integrated Pest Management methods and only EPA-approved and Florida Department of Agriculture-approved chemicals. Key qualifications include state licensing under Florida Statute 482.071, pest control operator certificates for all service technicians per F.S.S. 482.091 and 482.111, background checks conducted through the Florida Department of Law Enforcement, and comprehensive general liability insurance with limits of at least $1,000,000 per occurrence and $2,000,000 general aggregate, workers' compensation coverage with Florida statutory limits, motor vehicle liability insurance with a combined single limit of $500,000, and crime coverage with a $50,000 single loss limit. The County reserves the right to add or delete service sites and adjust pricing based on a fixed cost per square foot basis submitted by bidders. Questions regarding the solicitation were due April 23, 2026, at 12:00 p.m., with a non-mandatory solicitation opening scheduled for May 7, 2026, at 3:01 p.m. via Microsoft Teams. The awarded contractor will receive an initial three-year term with options for two subsequent one-year renewals contingent on mutual written agreement and County Council approval, with full payment on undisputed invoices within forty-five business days of receipt.
The solicitation does not identify specific set-asides or restrictions on responding organizations based on disadvantaged enterprise status, though all bidders must complete a Prime/Subcontractor Form identifying any proposed subcontractors and their work assignments, with the prime contractor bearing full responsibility for ensuring subcontractor qualifications and maintaining appropriate licensing. Imperial Pest Prevention LLC, located at 1725 S. Nova Rd., Suite B6, South Daytona, Florida, was the incumbent contractor under the prior contract (21-B-96MC) with an award value of $25,751.40 annually, though this represents historical pricing and not necessarily the budget for the current solicitation. Based on pricing submissions in the current bid documents, total annual costs are estimated at approximately $28,571.29 across all service categories, though actual costs will depend on service utilization and any facility additions or deletions during the contract term. Contractors must comply with Federal Transit Administration regulations where applicable, maintain E-Verify employment verification, provide drug-free workplace certification, and execute human trafficking attestation. A 15 percent markup applies to lift rental services. Failure to service any location in any calendar month results in a penalty equal to twice the monthly bid amount for that location, with missing service without valid justification resulting in a deduction of twice the monthly facility cost.
