About this opportunity

The State of Illinois, acting through Central Management Services, is soliciting bids on an Integrated Pest Management contract for a facility at 200 East Ash Street, Springfield, under a small business set-aside, with bids due September 23, 2026 and a mandatory pre-bid walk-through on September 16.

All bidders must attend the mandatory site inspection on September 16 at 3:00 p.m. with Frank Schultz (217-494-6534); failure to attend renders the bid non-responsive. Vendors must hold active, unexpired Illinois Procurement Gateway registration and complete the State of Illinois Vendor Disclosure and Standard Illinois Certifications forms, which include 34 compliance requirements covering legal status, criminal history, state financial obligations, environmental compliance, labor practices, workplace safety, ethics, equal employment opportunity, and cybersecurity. For contracts exceeding one year, vendors must recertify by January 1 of each fiscal year.

The scope requires an Integrated Pest Management program suppressing indoor and outdoor pest populations (rodents, insects, arachnids, arthropods) with emphasis on non-pesticide control methods such as vacuums, trapping, and sticky traps; insecticide applications limited to crack and crevice treatments or exceptional circumstances requiring prior approval. The vendor must complete an initial building inspection within ten working days of commencement, submit a comprehensive Pest Control Plan within five business days thereafter, and maintain current pesticide applicator certifications. Monthly invoicing applies.

The initial contract term is five years commencing September 1, 2026, with a maximum total term not to exceed ten years including renewal options. The State will enter the total maximum contract amount prior to execution; vendor pricing is located in the BidBuy Purchase Order Items Tab. Line Item 11, a placeholder for materials from Special Requests and Emergency Requests, is excluded from bid evaluation; bidders must enter a fixed unit cost of $2,500. The vendor must maintain general commercial liability insurance of $1 million per occurrence with $2 million annual aggregate, auto liability of $1 million per occurrence, and workers' compensation as required by law, with the State named as additional insured. All transportation costs are the vendor's responsibility with no mileage charges permitted. Questions are due September 23 (bid opening time). Bid opening is September 23 at 10:00 a.m. (BidBuy Reference B-53535).
