About this opportunity

The State of Illinois, through Central Management Services (CMS), is soliciting bids for integrated pest management services at facility J0110 in Springfield under Small Business Set-Aside Program restrictions, with bids due September 3, 2026 and mandatory pre-bid attendance required as a condition of bid eligibility.

This procurement is restricted to small businesses as defined by the State of Illinois. Attendance at the mandatory pre-bid walk through is a prerequisite for bid submission.

The scope covers comprehensive indoor and outdoor pest suppression and prevention for rodents, insects, arachnids, and arthropods at 4500 South 6th Street, Springfield, Illinois 62703. The vendor must emphasize non-pesticide control methods including vacuums, trapping devices, and sticky traps wherever practical, with insecticide applications limited to crack-and-crevice treatments unless the CMS Facility Manager approves exceptional circumstances. The vendor must complete an initial facility inspection within ten working days of contract execution and submit a comprehensive Pest Control Plan within five business days detailing materials, monitoring methods, service schedules, structural recommendations, and proof of required pesticide applicator certifications. The contract explicitly excludes vertebrates (excluding commensal rodents), termites, mosquitoes, and vegetation-feeding pests.

The contract term is five years with a maximum total term of ten years including renewals or extensions. The maximum total payment amount will be determined by the State prior to execution, with vendors invoicing monthly in arrears. Line Item 7 is designated as a placeholder for materials related to special or emergency requests, with an estimated unit cost of $2,500, and is excluded from evaluation and bid scoring.

The vendor must maintain general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate, auto liability insurance of $1 million per occurrence, and worker's compensation insurance as required by law, with the State named as additional insured. All personnel must hold current municipal, county, state, and federal licenses and certifications for pest control work. Subcontracting is prohibited. Prevailing wage requirements apply if the contract value exceeds specified thresholds for building and grounds services. Vendors must submit annual veteran and ex-offender hiring reports to CMS Bureau of Strategic Sourcing by September 30 annually. Vendors must certify compliance with Illinois Standard Certifications requirements, including education loan default status, anti-discrimination provisions, drug-free workplace certification, use tax compliance, and cybersecurity directives, with annual recertification required by January 1 for contracts exceeding one year.
