About this opportunity

The State of Illinois, Central Management Services, is requesting bids on a five-year pest control contract for facility D7256 at 3125 Executive Park Drive, Springfield, Illinois, with bids due September 22, 2026 and a mandatory pre-bid walk-through on September 16, 2026 at 2:00 p.m. Attendance at the mandatory walk-through is required; bidders who fail to attend will have their bids deemed non-responsive.

The scope establishes a comprehensive Integrated Pest Management (IPM) program suppressing indoor and outdoor populations of rodents, insects, arachnids, and other arthropods, excluding vertebrates (except commensal rodents), termites, mosquitoes, and vegetation-feeding pests. The vendor must complete an initial building inspection within ten working days of contract execution and submit a detailed Pest Control Plan within five business days thereafter, emphasizing non-pesticide approaches such as trapping and monitoring. Emergency services must be addressed within three hours for immediate threats and forty-eight hours for non-emergency specialized requests, billed on a time-and-materials basis. All vendor personnel must hold current municipal, county, state, and federal pest control licenses and certifications, wear distinctive uniforms, and comply with facility security requirements.

The contract term is five years beginning October 1, 2026, with a maximum total term including renewals and extensions not to exceed ten years. Pricing is estimated with the total maximum amount to be determined by the State prior to execution. The vendor must maintain $1 million Commercial Liability per occurrence with $2 million annual aggregate, $1 million Auto Liability per occurrence, and Worker's Compensation Insurance as required by law. Subcontractors with annual values exceeding $100,000 require prior written approval. Award will be made to the lowest priced responsive and responsible bidder. Bids must remain firm for 180 days from opening. A $15 Minority Contractor Opportunity Initiative fee will be deducted from the first payment for contracts of $1,000 or more. Bids are submitted exclusively through the BidBuy platform. The contact for the pre-bid walk-through is Frank Schultz at 217-494-6534.
