About this opportunity
The City of Philadelphia is soliciting quotes for a Personnel Shredding Project small order purchase to be awarded to the lowest responsive and responsible bidder by July 13, 2026, with award on a whole-order or line-item basis at the City's discretion.
Quotes must be submitted electronically through PHLContracts and must include all items to qualify for eligibility. The total quote amount may not exceed $38,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, to the most recently published figure and rounded to the nearest thousand dollars. All prices must be quoted net, exclusive of taxes, on an FOB Destination Point basis. The contract term shall not exceed 365 days from the effective date, commencing upon issuance of a purchase order. Prices remain valid for 60 days from submission.
Vendors must register on PHLContracts and execute a Consent and Authorization Agreement prior to bid closing, either through their vendor profile at registration or by attaching it to their first submitted quote. Signature authority varies by company structure: corporations require signatures from both a President or Vice President and a Secretary or Treasurer; limited liability companies, partnerships, and sole proprietorships require signatures from authorized owners or partners.
Sellers must maintain Workers' Compensation Insurance at statutory limits, General Liability Insurance with a minimum of $500,000 per occurrence, and Automobile Liability Insurance with a minimum of $300,000 per occurrence, naming the City as an additional insured. The City is exempt from federal excise and transportation taxes and Pennsylvania sales and use taxes.
Vendors may voluntarily self-identify as LGBTQ-owned businesses and provide current certification status with the National LGBT Chamber of Commerce through the local Philadelphia affiliate, the Independence Business Alliance (IBA), or identify other third-party certifications such as PAUCP, ESMDC, Disability:IN, or WBENC. No quotes shall be submitted until notified by the department to deliver or provide services. Multiple quotes for the same products or services are prohibited; late quotes will be rejected unless they are the only response received and deemed in the City's best interest. For questions, contact PHLContracts@phila.gov or 215-686-4755.
