About this opportunity
The Texas Comptroller of Public Accounts Statewide Procurement Division is requesting bids on Personal Protective Equipment and First Aid Components under IFB 304T-27-345A2, with responses due October 6, 2026, at 1:30 p.m. Central Time and questions due September 14, 2026. The Texas Department of Public Safety is a major customer. CPA intends to award different line items to different vendors based on best value to the state.
The solicitation encompasses 21 line items across bandages, gauze, blankets, hospital-grade gloves in multiple sizes, first responder protective masks, air purifying respirator filters, voice projection units, individual first aid kits, multi-role protective masks, breathing apparatus components, and CPR face shields, all for statewide delivery. Lines 10–13 and 15–20 are proprietary items requiring exact brand and model conformity, primarily Avon products under Texas Government Code Chapter 2155.067; lines 1–9, 14, and 21 permit equal alternatives. Products must be new, unused, latest model in current production, and in first-class condition. Delivery timeline must be specified in calendar days after order receipt; extended delivery timeframes may disqualify responses.
The initial contract term runs November 30, 2026, through November 30, 2027, with four renewal options extending through November 30, 2030, and potentially one additional year. Pricing must be firm and all-inclusive with unit prices including statewide FOB Destination delivery. CPA will charge a 1.5% Texas SmartBuy administrative fee on all purchases. Respondents must provide current manufacturer's price lists; price increases after the initial term are calculated using a formula based on original and current manufacturer pricing. Responses remain irrevocable for 120 calendar days following the due date unless extended by written agreement.
Commercial general liability insurance of $500,000 per occurrence is required, with policies naming the State of Texas as certificate holder and additional insured, carrying an A- or better Financial Strength Rating from AM Best. No minimum purchase volumes are guaranteed. Respondents must submit responses electronically or by hard copy with execution forms, respondent information, insurance statements, a mandatory price sheet, manufacturer's price lists, and descriptive literature for non-referenced products. No bidders conference or site visit is specified.
