About this opportunity

The Oregon Public Employees Retirement System (PERS) is soliciting quotations for a 48-month lease of a Group C production printer to support mailroom operations at its Tigard, Oregon location. The procurement requires one high-volume production copier capable of delivering approximately 95,000 copies per month with a base engine rated at 110-120 pages per minute. Required equipment specifications include a touch screen interface, large-capacity input tray, finisher unit with stapling and stacking capabilities, multi-folding unit, decurler unit, punch unit, PostScript 3 controller, and high-capacity output stacker with cart. The equipment must match or exceed the functionality of the current Ricoh PRO8310S system. Pricing must be quoted on a monthly lease basis and per-copy service rate basis, with service pricing including all parts, toner, and labor, and all pricing held firm for 30 days from submission. The RFQ was issued February 3, 2026, with questions and clarifications due by February 10, 2026; proposals are due by 1:00 PM PST on February 17, 2026, via email to Jennifer Champie at jennifer.champie@pers.oregon.gov. The requested equipment delivery date is March 27, 2026, with the 48-month lease commencing April 1, 2026, coinciding with the expiration of the current lease on March 31, 2026. Award will be based on best value considerations including product and technical requirements, product availability, vendor service performance history, and total cost.

Vendors must be authorized resellers of one of four approved manufacturers—Ricoh, Konica Minolta, Xerox, or Canon—and must provide proof of authorization and compliance with DAS NASPO agreements. All submissions must include detailed vendor information, pricing sheets, equipment brochures, and manufacturer authorization documentation. Vendor qualifications must demonstrate onsite support capability with same-day service availability and next-day part replacement capability, as well as toner recycling services. The current incumbent equipment is the Ricoh PRO8310S, and any proposed solution must integrate with existing PERS mailroom infrastructure and operations. PERS reserves the right to reject all offers or cancel the RFQ at any time. No specific budget range or award value is disclosed in the RFQ; pricing will be evaluated based on monthly lease costs and per-copy service rates submitted by qualified vendors.
