About this opportunity

The City of Thousand Oaks is procuring permanent disinfection boosting systems for installation at two water reservoirs—La Granada (CI 5771) and Lang Ranch (CI 5791)—to enhance water quality and wildfire resiliency of the city's vital water infrastructure. The procurement encompasses all civil, structural, mechanical, electrical, and finishing work necessary to complete the installation and commissioning of two permanent chemical disinfection boosting systems, including procurement and installation of duplex peristaltic metering pump skids for sodium hypochlorite and liquid ammonium sulfate feed systems, chemical piping and valve assemblies, chemical storage tanks with concrete containment pads, shade canopy structures with standing-seam metal roofing, water quality stations, and smart control centers with SCADA integration. The contractor must possess a valid Class A general contractor's license, current registration with the California Department of Industrial Relations, and valid California Air Resources Board certificates for all equipment. Key deliverables include approximately 170 linear feet of chemical pipeline installation at La Granada, concrete storage containment installation, canopy structures at both sites, removal and relocation of existing equipment at Lang Ranch, and complete system commissioning. The mandatory pre-bid conference and site walk is scheduled for May 6, 2026, at 9:00 a.m. at Lang Ranch Reservoir followed by La Granada Reservoir, with attendance required for bid eligibility. Sealed bids must be submitted electronically through https://procurement.opengov.com/portal/toaks by May 27, 2026, at 3:30 p.m., with the deadline for submitting questions at 5:00 p.m. on May 20, 2026. The project will be awarded to the lowest responsive, responsible bidder based on base bid alone, with contract time set at 300 calendar days from the Notice to Proceed and liquidated damages assessed at $1,500 per day for contractor-caused delays.

The solicitation does not identify specific set-aside designations or restrictions on types of organizations that can respond; however, all work is subject to prevailing wage requirements per California Labor Code. Bid security of 10 percent of the total bid price is required, which may be submitted as an electronic bid bond through Surety2000 or in original hard copy form (notarized bid bond, certified check, cashier's check, or cash) to the City Clerk Department prior to bid opening. Upon award, the contractor must provide performance and payment bonds equal to 100 percent of the contract price within 10 calendar days of award notification. The project requires coordination with existing operational reservoirs at both sites and integration with the city's existing SCADA systems to ensure compliance with state and federal regulatory requirements. The engineer's estimate for this project is $1,776,500.00, and funding is provided by the City of Thousand Oaks. Inquiries regarding the project should be directed to Mario Mazed, Engineering Assistant, at mmazed@toaks.gov or Grace Ng, Assistant Analyst - Purchasing, at gng@toaks.gov.
